Planning and Zoning Commission Minutes <br />October 16, 2003 <br /> <br />Page 8 <br /> <br />Mr. Moore said something that most people do not know is that <br />today as opposed to five years ago, you can put multiple carriers <br />on the same level. There are a few times when you cannot <br />because of some frequency conflicts or frequency isolation. Mr. <br />Moore said the first thing that they do is require propagation <br />studies from all of the existing handoffs for adjacent sites. He said <br />he wants to see what the situation is on those and what they might <br />be able to do with those sites to mitigate the size of the gap in <br />service that they are trying to fill. ]~f you can reduce the size of <br />that hole, you inherently reduce the height needed to fill the hole. <br />Mr. Monroe said this is something that is very important, you start <br />with proving the need for the facility to begin with. <br /> <br /> The Chair thanked Trigon Engineering for their presentation. <br /> <br />The Chair introduced the second item on the Agenda, Conditional Use Application <br />59-C: <br /> <br />Applicant: Hacedonia Baptist Church <br />Request: Conditional Use Application 59-C <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Macedonia Baptist Church for a conditional use <br />permit. The applicant wants to add a 500-seat sanctuary to their <br />existing facility. <br /> <br />The Chair swore in Rev. John Leazer, Ms. Dedra Heilig, Ms. Brenda <br />Austin and Mr. Jay Lowe. <br /> <br />Mr. Jay Lowe, Senior Zoning :Inspector, addressed the Board <br />presenting Conditional Use Application 59-C and staff report stating <br />the applicant is requesting permission to expand onto their existing <br />facility. This expansion would include a new 500-seat sanctuary. <br />He said basically what we have here is a legal non-conforming <br />church. The church is in a critical area of the Coddle Creek <br />Reservoir. Mr. Lowe said the problem is there is only a six-percent <br />impermeable surface coverage in that area. The reason being is <br />we want to protect that area within one half mile of the Howell <br />Reservoir. Mr. Lowe said there will have to be some slight revisions <br /> <br /> <br />
