<br />cases during the last 15 months with the most marked ~ncrease since July 2003
<br />when PilloQtex closed. Mr. Cook referenced a recommendation by the County
<br />Manager that the caseloads be monitored and the positions elln~nated if the
<br />caseloads drop in the future. He advised that caseloads are monitored to assure
<br />adequate resources within all areas of the department.

<br />appropriating funds for the four new Income maintenance caseworker positions.

<br />PURPOSE OF REQUEST: Establish 4 IM CSWKR II Pos. #'s (645001, 645002, 645046,
<br />645042) as of 01/23/2004. The positions are needed to assist with the increase
<br />in caseloads as a result of the Plllowtex closing and related economic downturn.
<br />FY 2004 funding will be provided by reducing MedlcaldAssistance (one-time exp),
<br />Federal funding of 50%, and the conmtunity Access Prog. Grant. FY 2005 funding
<br />will be provided by Federal funding, the Cormmunity Access Prog. Grant (expires
<br />09/30/2005) and county appropriations. Future budget years funding will be 50%
<br />Federal funding and remaining costs County appropriations.

<br /> staff for their work during the past year.

<br /> Mr. Jonathan Marshall, Co~nerce Director, presented the proposal to remodel
<br /> the former schoo~ administrative offices for use by Rowan-Cabarrus con,unity
<br /> College (RCCC). He reviewed preliminary plans developed by the architectural firm
<br /> Martin Boal Anthony & Johnson (MBAJ) that create classroom and office space, a
<br /> small business center and vocational and trade training areas. Phase I of the
<br /> pro]ect will be the remodeling of the former maintenance area to house the
<br /> heating/air conditioning and other trade classes that have experienced a large
<br /> enrollment increase since the closing of Pillowtex. The estimated cost for Phase
<br /> I is $160,000.00 with architectural services by MBAJ based on an hourly rate and
<br /> capped at $9,800.00.

<br /> Mr. Day stated the preliminary estimate for renovating the entire building
<br /> is $2.9 million and the work could be completed within nine months. However,
<br /> Phase I can be completed within 30 days for use by RCCC in January 2004.
<br />
<br /> Mr. Tim Foley, Vice President of RCCC, responded to questions regarding
<br /> RCCC space needs. He stated the proposed remodeling would supplement the
<br /> educational opportunities in Cabarrus County but would not supplant the need for
<br /> the third building on the South Calapus of RCCC. That building is to be
<br /> constructed with State and County funds.
<br />
<br /> UPON I4OTION of Commissioner Prlvette, seconded by Commissioner Carpenter
<br /> and unanimously carried, the Board approved the request to move forward with the
<br /> remodeling of a portion of the former Cabarrus County Schools administrative
<br /> building for use by Rowan-Cabarrus Community College at a cost not to exceed
<br /> $180,000.00.
