<br />unanimously carried, the Board asked the Cabarrus Economic Development Board to
<br />investigate w~th the cities how such provisIons proposed by Conm~ss~oner
<br />Carpenter, including ]ob requirements, clawback provisions, etc., can be
<br />incorporated into the Incentive Grant Program, and to bring a recomendatlon back
<br />to the Board.

<br /> Mr. Mike Downs, Deputy County Manager, reported that Mid-State Transport
<br />ls not able to continue the human service transportation and non-emergency
<br />transportation for Cabarrus county. He outlined the proposal to incorporate the
<br />functions of the Cabarrus County Transportation Services (CCTS) into the duties
<br />of the County's Transportation Services Department. The non-emergency
<br />transportation servlce w~ll be ~ncorporated ~n the Emergency Medical Services
<br />Department (EMS) by creating a new division that will specialize in these
<br />activities. This process will include the creation of the 32 County positions
<br />to perform the duties presently being done by Mid-State Transport.

<br /> There was brief discusslon regarding transportation services. In response
<br />to questions by Con~nlssloner Carpenter, Mr. Downs reported that the Harrisburg
<br />Fire Chief had advised that Harrisburg Fire and Rescue was not interested in
<br />taking the service over wlth the same condItionS as M~d-State Transport.

<br /> UPON~OTION of Commissioner Privette, seconded by Com~alssioner Carpenter
<br />and unanimously carried, the Board approved the incorporation of the Cabarrus
<br />County Transportation Service (CCTS) and the Non-Emergency Transportation Service
<br />lnto the County budget and adopted the following budget amendments to incorporate
<br />these services and to establish the 32 new positions.

<br />PURPOSE OF REQUEST: To incorporate the contracted transportation service, CCTC,
<br />in to the County budget as a function of County government effective January 9,
<br />2004 with Board approval. To establish 10 Full T~me Drivers (Poslt~ons 324004
<br />through 324013), 10 Part Time Dr~vers (Positlons 324801 through 324810), One
<br />Operations Manager Position 324014, Two Driver Supervisors PositIons 324015 and
<br />324016, and two Office Assistant positions 324017 and 324018.
