<br /> Resolution No. 2003-42
<br />RESOLUTION ESTABLISHING THE REGULAR MEETING SCHEDULE
<br /> FOR CALENDAR YEAR 2004
<br />
<br /> WHEREAS, the regular meetings of the Cabarrus County Board of Commissioners
<br />are currently held on the third Monday of each month at 6:30 p.m. in the
<br />Commissioners' Meeting Room at the Governmental Center; and
<br />
<br /> WHEREAS, the Martln Luther King, Jr. Holiday and the National Association
<br />of Counties Annual Conference require a change 1n the regular meeting dates in
<br />January and July, 2004, respectively; and
<br />
<br /> WHEREAS, North Carolina General Statute 153A-26 requires that the Board
<br />hold an organizational meeting on the first Monday of December for each even-
<br />numbered year.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED, the Cabarrus County Board of Co~a~lssioners,
<br />pursuant to North Carolina General Statute 153A-40(a), does hereby:
<br />
<br /> (1) Establish the Board's regular meeting schedule to meet on the third
<br /> Monday of each month at 6:30 p.m. in the Commissioners' Meeting Room
<br /> at the Governmental Center with the exception of the January 2004
<br /> meeting which will be held at 6:30 p.m. on Monday, January 26, 2004,
<br /> and the July 2004 meeting which will be held at 6:30 p.m. on Monday,
<br /> July 26, 2004.
<br /> (2) Resolve that an organizational meeting will be held at 6:30 p.m. on
<br /> Monday, December 6, 2004, in the Co~nlssioners' Meetlng Room; and
<br /> (3) Set the following meeting dates for the calendar year 2004:
<br /> January 26, 2004
<br /> February 16, 2004 ~
<br /> March 15, 2004
<br /> April 19, 2004
<br /> May 17, 2004
<br /> June 21, 2004
<br /> July 26, 2004
<br /> August 16, 2004
<br /> September 20, 2004
<br /> October 18, 2004
<br /> November 15, 2004
<br /> December 6, 2004 (Organizational Meeting)
<br /> December 20, 2004
<br /> (4) Resolve that any recessed, special or emergency meetlng w~ll be held
<br /> as needed with proper notice as required by North Carolina General
<br /> Statute 153A-40.

<br />
<br /> Ms. Liz Poole, Cabarrus County School Board Chair, conanented briefly on the
<br />November 20~ meeting of the Board of Education, Board of Commissioners, various
<br />city council members and planning and zoning staff. At that time the Schools had
<br />presented data on the impact that current growth has had and will have on County
<br />Schools and a picture of school facility needs for the next five years. Ms.
<br />Poole stated the Board of Education is looking forward to a work session on
<br />January 13~ when the two boards can discuss in more detail the school needs and
<br />the possibility of a .bond referendum to meet those needs. In conclusion, she
<br />stressed the importance of the two boards and the public working together to
<br />address school needs.

<br /> Mr. Day conflzmed that a work session is scheduled on January 13~ at 6:30
<br />p.m. in the Cabarrus Room at the Arena. The Board w~ll meet at that time wlth
<br />the Cabarrus County Board of Education, the Kannapolis City Board of Education
<br />and representatives from Rowan-Cabarrus Co~nunity College to discuss facility
<br />needs.

<br /> Commissioner Carruth presented his response to an emall from George Douglas
<br />regarding the estimated $139 million to fund school constructlon needs. He
<br />reviewed the growth in Cabarrus County and its impact on the schools, the use of
<br />Certificates of Participation funding to build new schools, the County's bond
<br />rating, the residential building industry in Cabarrus County and the current
<br />County budget. Commissioner Carruth addressed the need for all to work together
<br />to find a solution that ensures a solid educational opportunity for the children,
<br />that maintains the fiscal integrity of the County and that the quality of life
<br />and economic prosperity in the convaunity remains strong. Finally, he stated his
<br />support for a school bond referendum.
