lCABARRUSCOUNIYI
NORTH CAROLTNA

January 23, 2004

To:

Mr. Mike Downs, Deputy Cabarrus County Manager
Mr. John Day, Cabarrus County Manager

FFom:

Mr. Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject:

Request for the Cabarrus County Board of Commissioners to Adopt the
Recommended Park Master Plan for Pharr Mill Road Community Park

On the Board of Commissioner's agenda for Monday, January 26, 2004 is a request to
submit grant applications for (Federal) Land and Water Conservation Fund and (State)
North Carolina Parks and Recreation Trust Fund for improvements to Pharr Mill Road
Community Park. As you are aware, both of these are competitive grants among
municipalities and counties across the State; and, the more scoring points per grant, the
better chance of receiving funds for future development.

In 2003, the Cabarrus County Board of Commissioners did formally adopt the
recommended Master Plan for Pharr Mill Road; however, State officials have ruled that
this year's comprehensive master plan should be resubmitted to our Board for adoption.
The 2003 and 2004 master plans are basically the same in design and facilities. Failure
to receive adoption by our board will penalize Cabarrus County's submitted grants by
several points; therefore, Cabarrus County Parks and Recreation Department requests
for the Board of Commissioners to formally adopt the recommended Park Master Plan
and authorize the Chairman to provide his signature to attached supporting resolution.

If you have any questions, please feel free to contact me. Thank you for your
assistance and cooperation concerning these matters.

Parks and Recreation Department
PO Box707 · Concord, NC28026-0707 · 704-920-3350
