CJPP Advisory Board Discussion and Justifications for the recommendation of Service <br /> Provider and Fee Increases <br /> <br />Cabarrus County CJPP is funded 100 percent through a North Carolina state grant and <br />administered by Cabarms County. Currently the Cabarms County grant is in the amount of <br />$115,231 per year. Cabarrus County utilizes this grant money by funding a satellite substance <br />abuse program to treat Cabarrus County residents with substance abuse problems who have been <br />convicted of criminal offenses and sentenced under Structured Sentencing with an intermediate <br />sanction (Electronic House Arrest, Intensive Probation, 90 day DART, Split Sentences). <br /> <br />The Advisory Board unanimously voted to recommend CARE as the service provider for FY 04- <br />05 and increase the hourly individual fee rate justified by the following: <br /> <br />DCC officers are pleased and satisfied with CARE as the service provider. A strong <br />rapport has been developed between DCC staff and CARE. Same is based on <br />positive communication, collaboration, and accessibility between DCC staff and <br />CARE. The program has maintained continuity through their stability of staff, thus <br />enhancing the success of the treatment experience. <br /> <br />Due to the state budget crisis in FY 2002-2003, Cabarrus County was in danger of <br />losing funding for the Criminal Justice Partnership Program. During the period July <br />2002 to November 2002, uncertainty existed as to whether the program would be <br />funded. CARE continued to provide treatment services to offenders during this <br />period without guarantee of payment by the State and County. Most all other CJPP <br />programs closed their doors on July 1, 2002. <br /> <br />o <br /> <br />Presently, CARE is the only treatment facility in Cabarms County to serve the <br />population with Intensive Out-Patient treatment. <br /> <br />CARE has operated in Cabarrus County as the service provider since mid-2001, <br />charging the same rate ($14.50/treatment hour), currently being one of the lowest in <br />Division 3 (22 county region). As a comparison, surrounding counties which have <br />satellite substance abuse programs are charging the following: <br /> <br />Anson County - $30/individual group hour <br />Stanly County - $26/individual group hour <br />Union County - $70/individual group hour <br />Davidson County - $65/individual group hour <br /> <br />o <br /> <br />CARE is offering Aftercare Treatment to offenders who have participated in Regular <br />Out-Patient and Intensive Out-Patient treatment at no cost. <br /> <br /> <br />
