Kassie Goodson

From:
Sent:
To:
Cc:
Subject:

Van Rowell [vrowell@wsacc.org]
Friday, January 02, 2004 2:33 PM
Kassie Goodson
'Jeff Davis'; 'Mike Wilson'; Jonathan Marshall
Preliminary Subdivision Plat - Peach Orchard Estates Subdivision

Kassie, this is response to your request for comments on the subject subdivision, which
will have the preliminary plat presented at the upcoming Cabarrus County Plarnling and
Zoning Board meeting on 1/15/04.

Rlease note that wastewater transportation facilities (interceptor lines) are not
available at this time to serve the proposed s~lbdivision. It is anticipated that the
Reedy/McKee Creek Interceptor project, which will serve this drainage basin, will be
completed by the middle of 2007. Depending on development constraints that may be put in
place, cop~ections to the Reedy/McKee Creek Interceptor within Cabarrus County may be
delayed until 2010-2012. It is our understanding that wastewater collection and ~r~atmen%
for this subdivision will be provided by a private utility.

The followings comments are provided for your information and consideration:

* The proposed subdivision is located in ~he future utility service area of Harrisburg.
Consideration should be given to insuring that the prSposed water/sewer lines will be
designed to Town of Harrisburg requirements.
* Consideration should be given to placing the condition that "upon the availability of
governmental wastewater facilities", the wastewater flow from the proposed subdivision be
connected to the governmental facilities. This will insure that the flow is handled by the
governmental facilities
(WSACC) upon availability. By making this a condition, having to deal ~ith the potential
buy-out issue of the private system prior to getting the wastewater flow can be avoided.
* Please note that the WSACC Capital Recovery fee (CRF) is required for each residential
dwelling. The fee is collected at the time the building permit is issued and is separate
and not a part of any connection or tap fees required by the Jurisdictional retail sewer
provider. This is regardless of whether a private wastewater system will be utilized
initially. Please let me know if you have any questions.

Van Rowell
vrowell@wsacc.org
WSACC
704/786-1783 (ext 19)
