Bonds <br />Frankie F Bonds <br /> <br />(F-11) Tablin~ of Consideration for the Namin~ of an Easement off Highway 200 <br />until Further Information Becomes Available (tabled on December 15 to Januaz-/ <br /> <br />meeting) <br /> <br /> The Board held a public hearing on December 1S, 2003 concerning the naming <br />of an easement off Highway 200. There were legal questions regarding the road <br />naming request, and the Board tabled the item until the January meeting. The <br />County Attorney is still working on issues associated with the road-naming <br />petition. Planning staff recommended that the petition be tabled again until <br />further information becomes available. <br /> <br /> UI:ONMOTION of Co~amlssloner Privette, seconded by Commissioner Carruth with <br />Commissioners Privette and Carruth, Vice Chairman Suggs and Chairman Freeman <br />voting for and Commissioner Carpenter voting against, the Board tabled the <br />Petition for naming an Unnamed Easement off NC Highway 200 as Huggins Road. <br /> <br />(F-12) Resolution O~posing the Construction of an Outlyin~ Landing Field in <br />Washington County, North Carollna <br /> <br /> A number of government agencies, elected leaders, conservation <br />organizations and public interest organizations are opposing the proposed <br />construction of an Outlying Landing Field (OLF) in Washington County, North <br />Carolina They are also seeking a special session of the General Assembly to <br />repeal or amend North Carolina General Statute 104-7 to restore the State's <br />rights regarding the acquisition of property by the Federal Government. The <br />Board of Commissioners has been requested to adopt a resolution opposing the <br />location of the OLF in Washington County and asking the Department of the Navy <br />to seek a more suitable location. <br /> <br /> U~ON MOTION of Commissioner Privette, seconded by Co~nissioner Carruth with <br />Commissioners Privette and Carruth and Vice Chairman Suggs and Chairman Freeman <br />voting for and Commissioner Carpenter voting against, the Board adopted the <br />following Resolution. <br /> Resolution NO 2004 - 05 <br /> <br /> Resolution Opposing the Construction of an <br /> Outlying Landing Field <br /> In Washington County, North Carolina <br /> <br />WHEREAS, Assistant Secretary of the Navy Hansford T. Johnson signed a Record of <br />Decision on September 3, ~003, to build an Outlying Landing Field (OLF) on the <br />Washington/Beaufort County line; and <br /> <br />WHEREAS, this OLF will accommodate training for the new F / A 18 E/F Super Hornet <br />fighters, the latest and noisiest 3ets ever built; and <br /> <br />WHEREAS, pilots will fly from NAS Oceana, Virginia and MCAS Cherry Point, North <br />Carolina to simulate landlng on aircraft carriers through repetitive (31,600 <br />annually) touch-and-go practices; and <br /> <br />WHEREAS, according to Robert J. Natter, Commander in Chief of the U. S. Atlantic <br />Fleet, in a document dated 30 October 2000 that it is precisely because of <br />community concerns over jet noise in the Norfolk, Virginia area, that the <br />Department of the Na%%, is exploring the establishment of an additional OLF to <br />accommodate Super Hornet training; and <br /> <br />WHEREAS, there will be no economic benefit to the citizens of Washington County <br />because no military personnel will be based at the OLF, construction will be <br />contracted to large out-of-county companies; and a large number of jobs related <br />to agriculture will be permanently lost, and <br /> <br />WHEREAS, more than 70 families will be forced to sell their homes and farms at <br />market value or taken using eminent domain; and <br /> <br />WHEREAS, with the Navy's acquisition of the more than 32,000 acres of prime <br />farmland, Washington County citizens will either live with reduced county <br />services or shoulder a ma]or tax increase to cover the lost revenue in an already <br />economically depressed area; and <br /> <br />WHEREAS, the above mentioned losses cannot compare w~th the potential loss of <br />life and aircraft due to the site location's close proximity to the Pocosin Lakes <br />National Wildlife Refuge, which is home to over 100,000 migratory birds for six <br /> <br /> <br />
