DRAFT January 26, 2004 Bags 344 NOW, THEREFORE, BE IT RESOLVED BY THE C~BARRUS COUIT~Y BOARD OF COMMISSIONERS, hereby: (1) Approves the filing of an application for the Land and Water Conservation Fund program to the National Park Service, U.S. Department of the Interior, through the State of North CaroliBa, for acquisition and/or development of PHARR MILL ROAD PARK, and (2) Certifies that Cabarrus County Parks and Recreation Department has budgeted or currently has available its 50% share of the proposed :otal project funds in the amount of $250,000 and will allocate these funds toward this project upon project approval by the State and national Park Service; and (3) Agrees to comply with all appropriate state and federal regulations, policies, guidelines, and requirements as they relate to the application and the Land and Water Conservation Fund program; and (4) Certifies no property acquired and/or developed under this project, without the approval of the U. S. Secretary of the Interior, be converted to non- public outdoor recreation uses. And, such approval may be granted only if it is in accord with the then existing Statewlde Comprehensive Outdoor Recreation Plan (SCORP), and only upon such conditions as deemed necessary to assure the substitution of other recreation properties of at least equal fair market value and reasonably equivalent usefulness and location; and (5) Certifies the information contained in the application is based on the most accurate data available and is correct. Bonds Clerk Resolution No 2004-02 RESOLUTION FOR ASSUR~/~CE OF AVAILABILITY OF ~ATCH State of North Carolina County of Cabarrus WHEREAS, at the January 26, 2004 meeting of the Board of Commissioners of Cabarrus County, a motion was made and duly seconded that the Board of Commissioners of Cabarrus County agrees to the following: In the event a Land and Water Conservation Fund grant is awarded by the Department of Environment and Natural Resources, the Board of Commissioners of Cabarrus County certifies and assures that it has the ability and intention to finance its 50-percent share of the total project cost of $500,000. Bonds Clerk Rssolu:lon No. 2004 - 03 A Resolution Relative to the Adoption of the Park Master Plan for Pharr Mill Road Community Park W~RREAS, Parks and Recreation areas contribute greatly to the quality of life, and the need to preserve and improve suitable lands for these uses is urgent; and WHEREAS, the donated lands are in an area of rapid residential growth and this gift will preserve open space and recreational facilities upon land that would otherwise be subject to dense development, and WHEREAS, when complete, the Pharr Mill Community Park will provide some much needed facilities in the form of Jogging/walking trails, picnic areas, playgrounds, fishing, and other passive recreational opportunities; and NOW, therefore, be it resolved by the Cabarrus County Board of Commissioners that said Board does concur with the recommended Park Master Plan for Pharr Mill Road Community Park as presented by the Cabarrus County Parks and Recreation Department and does adopt the proposed park master plan for Cabarrus County.
