DRAFT <br />January 26, 2004 Bags 344 <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE C~BARRUS COUIT~Y BOARD OF <br />COMMISSIONERS, hereby: <br /> <br />(1) Approves the filing of an application for the Land and Water Conservation <br /> Fund program to the National Park Service, U.S. Department of the <br /> Interior, through the State of North CaroliBa, for acquisition and/or <br /> development of PHARR MILL ROAD PARK, and <br />(2) Certifies that Cabarrus County Parks and Recreation Department has budgeted <br /> or currently has available its 50% share of the proposed :otal project <br /> funds in the amount of $250,000 and will allocate these funds toward this <br /> project upon project approval by the State and national Park Service; and <br />(3) Agrees to comply with all appropriate state and federal regulations, <br /> policies, guidelines, and requirements as they relate to the application <br /> and the Land and Water Conservation Fund program; and <br />(4) Certifies no property acquired and/or developed under this project, without <br /> the approval of the U. S. Secretary of the Interior, be converted to non- <br /> public outdoor recreation uses. And, such approval may be granted only if <br /> it is in accord with the then existing Statewlde Comprehensive Outdoor <br /> Recreation Plan (SCORP), and only upon such conditions as deemed necessary <br /> to assure the substitution of other recreation properties of at least <br /> equal fair market value and reasonably equivalent usefulness and location; <br /> and <br /> (5) Certifies the information contained in the application is based on the most <br /> accurate data available and is correct. <br /> <br />I move the adoption of the foregoing resolution. <br /> (s) Coy C. <br /> Commissioner <br /> SECONDED BY:(s) Robert W. Bonds <br /> Clerk <br /> <br /> Rssolu:lon No. 2004 - 03 <br /> A Resolution Relative to the Adoption of the Park Master Plan <br /> for Pharr Mill Road Community Park <br /> <br />W~RREAS, Parks and Recreation areas contribute greatly to the quality of life, <br />and the need to preserve and improve suitable lands for these uses is urgent; <br />and <br /> <br />WHEREAS, the donated lands are in an area of rapid residential growth and this <br />gift will preserve open space and recreational facilities upon land that would <br />otherwise be subject to dense development, and <br /> <br />WHEREAS, when complete, the Pharr Mill Community Park will provide some much <br />needed facilities in the form of Jogging/walking trails, picnic areas, <br />playgrounds, fishing, and other passive recreational opportunities; and <br /> <br />NOW, therefore, be it resolved by the Cabarrus County Board of Commissioners that <br />said Board does concur with the recommended Park Master Plan for Pharr Mill Road <br />Community Park as presented by the Cabarrus County Parks and Recreation <br />Department and does adopt the proposed park master plan for Cabarrus County. <br /> <br /> <br />
