<br />Block Grant and adopted the following budget amendment appropriating those funds

<br />TYPE OF ADJUSTMENT: Supplemental Request
<br />PURPOSE OF REQUEST: To establish funds for a new FY 2003 Local Law Enforcement
<br />Block Grant (2003-LB-BX-2692). Funds will be used to purchase a polygraph
<br />machine A ten-percent match is required by the US Department of Justice and
<br />will be obtained from the Federal Forfeiture Sharing funds available. The
<br />Federal Forfeiture Sharing Funds are located in Special Revenue Fund 461 for the
<br />Sheriff's Department.

<br />(G-3) Industrial Incentive Grants - Public Hearing - 6~30 p.m.
<br />
<br /> Mr Maurice Ewing, President of Cabarrus Economic Development (CED), Inc.,
<br />presented four companies (National Tour, Inc.; Perdue Farms, Inc.; Prairie
<br />Packaging, Inc.; and Stanley Logistics, Inc.) that are requesting incentive
<br />grants. He reported the location and/or expansion of these four companies would
<br />create over 400 new ~obs, would invest collectively over $58 million and would
<br />have a total annual payroll of almost $12 million. Mr. Ewing reported that the
<br />CED Board of Directors had determined that all the projects met the incentive
<br />guidelines and recommended the four manufacturing projects for approval. Also,
<br />he stated all the companies fall under the guidelines that were in place prior
<br />to January 1, 2004, with the exception of National Tour which falls under the
<br />Corporate Headquarters guidelines that were effective January 1, 2004. Mr Ewing
<br />introduced each of the company representatives who were present for the meeting.

<br /> Mr. Johnny Capels, President of National Tour, Inc., presented the
<br />company's plans to relocate frs corporate headquarters from California to a site
<br />in the West Winds Business Park in Concord. The company manufactures and
<br />fabricates souvenir trailers, car haulers, tents, etc , and manages a number of
<br />marketing accounts on the East Coast, includlng the Nextel account for NASCAR.
<br />The new facility will consist of 60,000 square feet in two buildings with an
<br />anticipated investment of $5 million in real estate and $1 million in equipment
<br />In addition to moving 1ts executive team from California, the company plans to
<br />hire 135 North Carolina employees at an average salary of $16 00 per hour. The
<br />County incentive at 50 percent is estimated at $74,843.44.
<br />
<br /> Mr. Kevin Ray, Plant Manager of Perdue Farms, Inc., presented the company's
<br />plans to expand its existing prepared foods manufacturing facility in Concord.
<br />However, he stated the Concord site is competing with facilities in Tennessee and
<br />Georgia for the expansion. The company's current facility on Harris Street
<br />consists of 132,000 square feet and employs 410 persons. The planned expansion
<br />would add an additional 20,000 square feet with an anticipated investment of
<br />$3,550,000.00 in real estate and $10,650,000.00 in equipment. Further, the
<br />company plans to add 100 employees at an average wage of $11.00 per hour. The
<br />Cabarrus Incentive Level 1 Grant at 75 percent is estimated at $192,845.35
<br />
<br /> Mr. Ben Shapiro, Vice President of Strategic Planning with Prairie
<br />Packaging, Inc , reported the company, which manufactures disposal plastic
<br />dinnerware, cups, plates, forks, knives, etc., is considering a site in
<br />Harrisburg for a new manufacturing and distribution facility. Plans call for a
<br />200,000 square foot facility with an initial investment of $7 million in real
<br />estate and $18 million in equipment. The number of new full time jobs is
<br />estimated at 60 with average pay of $16 per hour with the number of new contract
<br />labor jobs estimated at 24 with average pay of $9 00 per hour. The company is
<br />eligible for an Incentive Level 1 Grant at 75 percent or $346,112.43.

<br />Harrisburg to be included as a part of the minutes.
