January 26, 2004 <br /> <br />Page 3%8 <br /> <br />Harrisburg Town Council met in a called meeting/retreat on Saturday, <br />~anuary 24. <br /> <br />One agenda item was consideration of an incentive grant for Prairie <br />Packaging for a proposed plant hers in Harrisburg. With an sxpected <br />investment of $25 million and 50-80 jobs, we felt this was an <br />opportunity which deservsd our best sffort. The Harrisburg Town <br />Council passed tbs motion 6-1. This opportunity is significant to <br />our Town and to Cabarrus County, and we ask for your support by also <br />endorsing the County incsntive grant. <br /> <br />Carl L. Parmer, Town Administrator <br />Tim Haglsr, Mayor <br />Harrisburg Town Council <br /> <br /> In the absence of a representative from Stanley Logistics, Inc. (a wholly <br />owned subsidiary of Stanley Works), Mr. Swing presentsd the company's plans to <br />expand its 625,000 square feet of distribution space on Stanley Drive in <br />Kannapolls. The company currsntly smploys 289 people in the distribution of <br />tools, doors and other hardwars throughout ths country Stanley is planning a <br />300,000 square foot addition with a real estate investment of approximately $10 <br />mill~on and equipment of approximately $2.8 million. The company is expected to <br />employ 50 new full-time employees at an avsrage wage of $15.00 per hour with 50 <br />new contract labor jobs at $11.53 per hour. Finally, Mr. Swing advised the <br />company is considering locations in Ohio, Georgia and Tennessee for a similar <br />facility The company is eligible for a Cabarrus Incentive Level I Grant at 75 <br />percent or approximately $233,635.93. <br /> <br /> Mr. Swing reported that the municipalities of Harrisburg, Kannapolls and <br />Concord have approved the local municipal grant incentivss for the companies <br />located in their rsspective jurisdictions. <br /> <br /> At 7:04 p m., Chairman Freeman opened the public hearing on tbs incentive <br />grants for the following companies- National Tour, Inc., Psrdue Farms, Inc., <br />Prairie Packaglng, Inc., and Stanley Logistics, Inc. The Notice of ths Public <br />Hearing was published in THE INDEPESrDENT TRIBUNE and THE C~LO~'TE OBSERVER <br />(Cabarrus Neighbors) on January 15, 2004. <br /> <br /> There was no one present to address the Board, and Chairman Freeman closed <br />the public hearing <br /> <br /> Commissioner Carruth questioned tbs inclusion of the Harrisburg Fire <br />District tax in ths Prairie Packaging incentive grant. The other projects fall <br />under munlcipal fire protection by the cities of Concord and Kannapolls. <br /> <br /> Mr Mike Downs, Deputy County Manager for Operations, reported the fire <br />dzstrict tax has been included in previous incentive agreements along with the <br />municipal and county taxes. Harrisburg Volunteer Fire and Rescue has asked that <br />ths fire tax be excluded from the Prairis Packaging incentive grant agreement in <br />order for the department to get ~ts full benefit of tax revenue. <br /> <br /> Mr. Day stated the firs district tax has been included in previous <br />incentive grant agreements and/or included in the calculation of the incentlvs <br />grants pazd to the companies. He sxplained the grant would not apply to the <br />Harrisburg fire tax as the proposed grant agreement is currently worded. If the <br />Board wishes to include the firs district tax, he stated the proposed agreement <br />would need to be amended. <br /> <br /> Mr. Swing confirmsd that the computations for the Prairie Packaging were <br />based on the Country and Town of Harrisburg property tax and did not include the <br />Harrisburg fire district tax. <br /> <br /> After discussion, the Board generally agreed that the Harrisburg fire <br />district tax should be excludsd and took no action to include it in the proposed <br />lncentlvs grant agreement for Prairie Packaging. <br /> <br /> UPON MOTION of Vice Chairman Suggs, seconded by Commissioner Privette and <br />unanimously carried, the Board approved the incentive grants for National Tour, <br />Inc., Psrdus Farms, Inc., Prairle Packaging, Inc., and Stanley Logistics, Inc., <br />aa presented and authorized the execution of the appropriate agreements with each <br />of the co~anies consistent with the Cabarr~s CoLunty Industrial Development Grant <br />Program. <br /> <br />(G-4) Zonin~ Text Amendment [PaVilion C2003-03(T)] - Rublic Haarinq - 6:30 p.m. <br /> <br /> Mr. Rodger Lentz, Planning Manager, presented the proposed Zoning Text <br />Amendment [Petition C2003-03(T)] to add Retail Sales as a Psrmitted by Standards <br />Use ~n the Agricultural and Open Space District. He reviewed the suggested <br />standards assoclatsd with ths site plan, location, lighting; maximum square <br />footage, signage and outside storage. Mr. Lentz reported the Planning and Zoning <br />Commission had voted unanimously to approve the text amendment with the removal <br /> <br /> <br />
