Are they a strong, viable, stable organization <br />with demonstrated reliability?. Is the match available in advance? <br />How thoroughly has the application and budget proposal been prepared? Are <br />cost estimates realistic? <br />Is less than 50% required by the Incentive Fund? If so, how much less? <br />What is the total dollar amount requested? <br />How much time will the project take to complete? What are the starting & <br />estimated completion dates? <br /> <br />PROOR~4~f I~EQUIRE~ENT$: <br /> <br /> A, <br /> <br />Bo <br /> <br />Do <br /> <br />Fo <br /> <br />Project construction must begin within four months from notification of project <br />approval, and be completed by June 1st of the following fiscal year. <br /> <br />Services rendered by the County will be charged to the project at actual cost; <br />50% of the costs will be paid by the sponsoring organization, 50% from Incentive <br />Funds. (example: installation of lighting fixtures) <br /> <br />Municipalities and boards of education may administer projects on municipal or <br />school owned property. In such cases, the county will advance the county's <br />share of the project cost to municipality or school. <br /> <br />In order to assure standards of quality, all improvements will be made under the <br />supervision of the Parks and Recreation Department. <br /> <br />Project plans and specifications must be approved by the Cabarrus County <br />Parks and Recreation Department. Projects shall not deviate from the approved <br />plans and program descriptions without pdor approval of the Cabarrus County <br />Parks and Recreation Department. Failure to comply will result in revocation of <br />the grant award. <br /> <br />Any organization responsible for the operations and mai..nt.enance of a project <br />completed on property not owned by the county must assume all general liability <br />for the completed structure. The agency supervising the project construction will <br />be liable for the project during the construction pedod. This includes all utilities <br />(water, sewage, etc.), maintenance, upkeep and supervision of the facility. <br /> <br />The sponsoring organization must submit its matching funds directly to Cabarrus <br />County Parks and Recreation Department, Cabarrus County will be responsible <br />for the expenditures of all funds unless other arrangements have been made and <br />approved by the County Manager. <br /> <br />Expenditures made by the county are subject to Cabarrus County and State of <br />North Carolina purchasing procedures. <br /> <br /> <br />
