In 2003, the percentage of free and reduced lunch was: JN Fries MS - 43.39%,
Concord MS - 46.37%; and Mt. Pleasant MS - 27.47%. The 4-H SOS Goldminers
program recognizes the critical implications of unattended middle school youth
especially those in financial need and seeks to continue to serve this community.

II. IMPLEMENTATION A. Needs, Missions and Outcomes

North Carolina Cooperative Extension aids people in improving the quality of

their lives by providing research-based information and informal educational
opportunities focused on issues and needs. 4-H can serve the mission of 4-H SOS
Goldminers to provide a safe, challenging, nurturing place for middle school students
after school in which positive social interactions with peers and adults may occur. The
objectives of the program will serve as a supplement to the school day by; (1) providing
experiential skill-based learning; (2) cultural enrichment, tutorials and recreational
activities which meet intellectual, emotional, social & recreational needs; (3) improving
attitudes and behaviors and school attendance; (4) promoting the support of the family
and (5) promoting the academic performance of students. It will be our goal that at least
50% of the participants improve their academic performance by at least one-half letter
grade in two areas; that their attendance improves with less than 20 absences per
school year; and the percentage of students with EOG scores at grade level or above
will be 83% Reading, 84% Math.

The students are from targeted and open enrollment. Students who are at risk
because of academic difficulties, behavior problems, high suspension rate or poor
attendance will be recommended to the program by school administrators, teachers,
guidance counselors, ESL teachers, social service workers, and parents.
