Box 387
Concord, North Carolina 28026

Dear Ms. McGlamery:

Thank you for the opportunity to write a letter of support for the Cabarrus County
S.O.S. Programs. Since the inception of the first S.O.S. Program in our county, I have~
continued to hear highly positive comments about the results of this program type, which
include many more positive academic outcomes for juveniles participating in these after
school activities.

During the time that I have served on the S.O.S. Advisory Board, it has also been a
pleasure to have been involved in many of the collaborative efforts that have led to
excellent service for that portion of the population that you serve that have some level of
juvenile court involvement. As you recognized early in the inception of the program, it
would be critical for the maximization of program outcomes that there be a high level of
cooperation among citizens and community agencies. I congratulate you for your efforts
in getting the community involved and thinking about methods of effective service
delivery.

It is my belief, as well as that of our Department Secretary, George Sweat, that this
type of program can lead to many positive outcomes over a period of time, not the least
of these being a reduction in juvenile crime. As in most counties in North Carolina, the
majority of juvenile crime occurs between 2:00 p.m. and 9:00p.m. during the day. Also it
should be noted that approximately seventy percent of the juveniles.who present to our
juvenile court system live in homes where parents work fi.om 5:00 - 6:00p.m. daily,
leaving juveniles unsupervised for up to 3 -5 hours each day. k is my observation that
your pro,am has and continues to provide pro-social structured activities in a safe after
school environment. I would hate to think that this service would not be available to the
youth and families of our community.

Physical Location. 77 Union Str~t.
