Board of County Commissioners

April 19, 2004

Mr. John Tote, Executive Director
Mental Health Association in North Carolina
3820 Bland Road
Raleigh, NC 27609

Dear Mr. Tote:

Cabarrus County recognizes the need in our community for housing for persons with
disabilities, especially the mentally ill. The Mental Health Association of Central
Carolinas (MHA) has a successful history in establishing housing for this population.

Supervised housing is an important component of a quality continuum of care for persons
with mental illness. The Cabarrus County Board of Commissioners heartily supports the
Mental Health Association's application to the United States Department of Housing and
Urban Development for funding support for a group home to serve persons with mental
illness. We understand Piedmont Behavioral Healthcare - Cabarms Center will serve the
residents to the extent of available resources.

You are encouraged to give the MHA's application favorable consideration. Please
advise if we can provide additional insight in this regard.

Sincerely,

Robert M.
