The extent to which we may be able to participate is yet to be
determined and may be influenced by the Partnership's involvement. The Partnership was committed to the September 2002 issue and the
NCDOC is focused on the February 2003 issue. While Luquire, George, Andrews has
negotiated a competitive advertising rate for the September issue, costs will be a
deterrent to participating in this initiative. The EDC Board supports deferring
participation in this program until the results of the initial effort can be determined.

Direct marketing to these companies will be conducted as much as possible within the
framework of marketing initiatives outlined above. Direct mail, targeted phone contacts
to specific facility managers and corporate real estate professionals will be conducted in
conjunction with those initiatives. Advertising in industry journals and trade association
publications will be considered as the budget allows.
