This plan defines the safe yields for each drinking
water reservoir and operation curves for all jurisdictions within Cabarrus County during drought
conditions. _

In the resolution adopted by the WSACC Board, it is requested that the governing boards of
Cabarrus County, the City of Concord, the City of Kmmapolis, the Town of Harrisburg and the
Town of Mt. Pleasant adopt the Regional Drought Management Plan. We request that you
encourage your board to adopt this plan as the key element to manage your operations during
drought conditions. Please advise me of the date of adoption so I can inform the WSACC Board.

Thank you for your consideration concerning this matter. If you have any questions or
comments, please contact me at (704) 786-1783.

Sincerely,
hn~~'~C.
