<br />Dr. Winkler reported a new bus garage and/or technology projects may be
<br />considered with proceeds from the sale of the current bus garage, Bethel
<br />Elementary School, W. R Odell Elementary School and possibly A. T. Allen
<br />Elementary School. He stressed the continuing growth in the schools and in
<br />the number of mobile classrooms that is occurring each year.
<br />
<br /> During discussion, Dr. Winkler responded to questions regarding the
<br />capacity in some schools, at risk schools and proposed additions to some
<br />schools. He pointed out that the 15-Year Plan for school facilities is
<br />updated each year to address the change in school populations.
<br />
<br /> Dr. Jo Am_ne Byerly, Kannapolis School Superantendent, presented the
<br />following funding needs for the Kannapolis City Schools.

<br /> Dr. Byerly and School Board Member Danita Rickard responded to
<br />questions regarding the funding needs of Kannapolis Schools, including the
<br />aging facilities in that system. MS. Rickard emphasized the need to fund for
<br />growth in the s~hools and stated in her opinion all students in the county
<br />deserve equitable facilities.
<br />
<br /> There was discussion regarding the school facility needs, how to fund
<br />those needs and the lmportance of joint support by the Board of Commissioners
<br />and the two school hoards in order for a bond referendum to pass.
<br />
<br /> Commissioner Carruth asked the County Attorney about the deadline for
<br />scheduling a bond referendum in November. Ms. Porter advlsed that 120 days
<br />are needed to meet all procedural requarements and that a decision should be
<br />made by July 1 for a bond referendum in November. Members of both school
<br />boards stressed the need to begln work on the bond referendum immediately in
<br />order to get the information out to the community and ensure a successful
<br />referendum.

<br /> Tim Foley, Vice President of Rowan-Cabarrus Community College (RCCC),
<br />stated RCCC has different needs and is not competing with the two school
<br />systems. He c~ted the large increase in the enrollment at RCCC's South
<br />Campus and the need for the adults an the communaty to have training
<br />avaalable to them. The Board has agreed to seek installment contract
<br />financing for parking, renovatlon of the former school administrative complex
<br />and design of Building 3000. Mr. Foley reported the construction cost for
<br />Building 3000 is estimated at approximately $7.9 million with the County's
<br />share to total approximately $3.5 million. In conclusion, he asked the Board
<br />to consider the purchase of approximately 15 acres at the new high school
<br />sate for use by RCCC.
