There was brief discussion regarding the needs of RCCC and the funds <br />being spent on the renovation of the former school administration complex <br />Mr. Foley stressed the need for space for vocational and occupational <br />programs <br /> <br /> Stating that comments were made at a previous meeting that overcrowding <br />· n the schools is the community's problem, Commissioner Pr~vette presented <br />the following proposal and moved for its adoption: <br /> <br />Community Committee on Education Capital Planning and Financlng <br /> <br />Purpose: <br />The Board of Commissioners, Boards of Education and the Rowan <br />Cabarrus Community College agreed to appoint representatives to <br />meet for the purpose of developing an education capital building <br />and f~nancing plan. After two meetings lasting several hours, no <br />agreement was reached. Since the last meeting on Feb. 11~, the <br />Cabarrus County Board of Education has approved a different plan. <br /> <br />Because of the difficulty in reaching an agreement, ~t appears ~t <br />would be beneficial to ask several community organizations to <br />each appoint one member to serve on a Community Committee on <br />Education Capital Plannlng and F~nanclng to review the issues and <br />develop a plan in an arena outside 'of the political one. <br /> <br />Charge- To review the capital plans of county public education <br />institutions (Cabarrus County Board of Education, Kannapolis City <br />Board of Education and Rowan-Cabarrus Community College), discuss <br />and consider alternatives and prepare a recommendation for the <br />Board of Commlssloners that ~ncludes a long-term capital and <br />financing plan. <br /> <br />Membership: <br />1 member appointed by the Chamber of Commerce <br />I member appointed by the Cabarrus County Building Industry <br /> Association <br />1 member appointed by the Cabarrus County Association of Realtors <br />I member appointed by the ~lnisterlal Association <br />I member appointed by the Cabarrus County Community Development <br /> Corporation <br />I member appointed by the Cabarrus County Council on Aging <br />1 member appointed by the Cabarrus County Boys and Girls Club <br /> Board of Directors <br /> <br />Vice Chairman Suggs seconded the motion by Commissioner Privette. <br /> <br /> Commissioner Carruth offered the following amendment to Commissioner <br />Prlvette's motion: (1) That the committee be assembled to review the whole <br />bond package and report back to the Board of Commissioners by March 27; and <br />(2) That the Board agree in principle to place a bond referendum on the <br />November 2004 general election ballot that will include funding requests of <br />the Cabarrus County and Kannapolls City School systems and Rowan-Cabarrus <br />Community College. Commissioner Carpenter seconded the Motion. <br /> <br /> There was lengthy discussion regardlng the purpose of the Community <br />Committee proposed by Commissioner Prlvette. Issues addressed included the <br />potential delay of the proposed November bond referendum, the need to get <br />public input into the community issue, discusslon at a Chamber of Commerce <br />meeting regarding school facility needs/funding, method of funding school <br />facility needs and responsibilities of the County Commissioners and School <br />Board members. <br /> <br /> School Board member Cindy Fertenbaugh asked John Cox, Chief Executive <br />Officer of the Cabarrus Regional Chamber of Commerce, to comment on the <br />concerns of the Chamber. Mr. Cox advised that the proposed school bond <br />referendum had been discussed by two members of the Chamber's Board of <br />Directors and the County Manager after the Chamber's Board meeting. However, <br />he stated there had been no discussion regarding the issue during the <br />Chamber's Board meeting. <br /> <br /> The Board voted unanimously to approve the following motion by <br />Commissioner Carruth- (1) That the committee be assembled to review the whole <br />bond package and report back to the Board of Commissioners by March 27; and <br />(2) That the Board agree in principle to place a bond referendum on the <br />November 2004 general election ballot that will ~nclude funding requests of <br /> <br /> <br />
