March iS, 2004 <br /> <br />Page 387 <br /> <br /> Mark Smith, 956 Scotland Drive, Concord, informed the Board of an <br />alleged racially motivated act of vandalism that occurred in the St Andrews <br />subdivision during the weekend. Mr. Smith urged residents with information <br />to contact the Sheriff's Department and advocated prosecution of the <br />perpetrator(s) to the fullest extent possible. <br /> <br /> There was no one else to address the Board, and Chairman Freeman closed <br />that portion of the meeting. <br /> <br />(E) OLD BUSINESS <br /> <br />(E-l} Update on the Com~unity Committee on Education Capital P]a--4n~ a~d <br />Financing <br /> <br /> Mr. Day reported that slx organizations had made the following <br />appointments to the Community Committee on Education Capital Planning and <br /> Financing: Concord-Kannapolis Ministerial Association Reverend Michael <br /> Kurtz; Cabarrus County Building Industry Association Holly Blackwelder; <br />Chamber of Commerce - Mayor Scott Padgett; Cabarrus County Association of <br />Realtors - Ray Fry; Cabarrus County Council on Aging - Judy Graeber; and Boys <br />and ~lrls Club of Cabarrus County - Jimmy Campbell. He stated the Board of <br />Directors for the Community Development Corporation is expected to name its <br />representative later this week. Mr. Day revlewed the Committee's charge "to <br />review the capital plans of county public education ~nstitutions, discuss and <br />consider alternatives and prepare a recommendation for the Board of <br />Commissioners that includes a long-term capital and financing plan." He <br />stated the Committee is also to ~consider the vitally important community <br />issues of growth, local economics and quality education and develop a <br />recommendation that somehow balances these related, sometimes conflicting <br />· ssues." In recognition of the Committee's task, Mr Day suggested that the <br />Board reconsider its original March 27~h deadline for the Committee's report. <br />Be recommended that the Board charge the Committee itself with develop1ng a <br />timeline for ~ts task with a proposed timeline, along with a progress report, <br />to be presented at the Board's regular meeting on April 19=h for discussion <br /> <br /> There was lengthy discussion regarding school facility needs. Issues <br />addressed by the Board included the following: continuing growth in the <br />County; the County's financial situation; funds previously spent by the <br />County on construction of new schools; responsibility of the County <br />Commissioners and School Board members as elected officials, the planned <br />November referendum; and the need to give the Committee time to do its work. <br /> <br /> UPOM MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />with Commissioner Privette, Vice Chairman Suggs and Chairman Freeman voting <br />for and Commissioners Carpenter and Carruth voting against, the Board asked <br />the Community Committee on Education Cap~tal Planning and F~nancing to <br />present a progress report to the Board at its meeting on April 19. <br /> <br />(F) CONSENT AGEMDA <br /> <br />(F-l) Tax Refund and Release Reports - Februar~ 2004 <br /> <br /> UPON MOTION of Commissioner Pr~vette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the February 2004 Release - <br />Refund Report as submitted by J.
