UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board tabled Petition C2004-02 (Un/lamed Easement as Hudspeth Daiz7 Road) until the April meeting. (G-2) Recomended Revisions in the C~barrus County Parks and Recreation Matchin~ IncentiVes Grant Pro,rem George Culp, Chairman of the Cabarrus County Parks and Recreation Commission, and Steve Little, Parks and Recreation Director, presented recommended revisions to the Cabarrus County Parks and Recreation Matching Incentive Grants Program. The Board had requested the Commission to review the project priority scoring system/guidelines at its meeting on September 15, 2003. Major changes included the following. (1) Implement a comprehensive Matching Incentive Qrants Scoring System; (2) Allow renovations/replacement of current facilities on elementar~ school/park and park sites; (3) Require that all park prpJects be consistent with the Parks and Recreation Department long range plans; (4) Require grant contractors to purchase builders risk insurance for all projects; (5) Encourage public involvement in developing plans for proposed projects; and (6) implement a Land Acquisition project element that has a perpetuity clause. UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board approved the revised Matching Incentive Grant Ouidelines for the Parks and Recreation Department as presented and printed in the Agenda. Further, the Board expressed appreciation to ~eorge Culp for his service to the community and asked for a progress report on the revised guidelines in one year. (G-3) County Govprnment Week (April 18-24, 2004) - Adoption o£ Proclamation and Report on Plm~ned Essay Contest and Photograph~ Contest Aimee L. Hawkins, Public Information Officer, reported on the Essay Contest and Photography Contest planned in recognition of County Government Week Local school children in the third and eighth grades are invited to participate in an essay contest about Cabarrus County. Ail county residents are encouraged to participate in a photography contest, depicting scenes and people of Cabarrus County. Carolina Mall will host the photography display and an awards ceremony is plaruned for April 22 at the Mall. UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board adopted the following proclamation and agreed for Chairman Freeman to present the essay and photography contest awards at the ceremony on April 22, with Vice Chairman Suggs to present the awards if Chairman Freeman is unavailable. NMENT WEEK April 18 - 24, 2004 PROCL~TION WHEREAS, county government is one of the oldest forms of local government in the United States; and WHEREAS, counties have a long history of providing critical services to meet the needs of the public, including such programs as child and elder care, social services, public safety, planning, parks and recreation, transportation, emergency medical services and law enforcement; and WHEREAS, counties serve as major partners in the public education system, contributing funding to elementaz7 and secondary schools as well as community colleges; and WHEREAS, counties provide many services that make America's communities stronger, safer places to live and raise families; and WHEREAS, county officials and employees use their role as local leaders to encourage economic development and therefore improve the lives of their citizens and make their communities more livable; and WHEREAS, county governments are the citizen's local government voice, providing solutions that bring communities together. NOW, THEREFORE, in recognition of the leadership, innovation and valuable service provided by our nation's counties, the Cabarrus County Board of Commissioners hereby proclaims April 18-24, 2004 as
