The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Community Service Room at the South Campus of Rowan-Cabarrus <br />Community College, 1531 Trinity Church Road, Concord, North Carolina, on <br />Saturday, March 27, 2004, at 9.00 a.m. <br /> <br />Chairman. Robert M Freeman <br />Vice Chairman: Richard D. Suggs <br />Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were John D Day, County Manager; Mike Downs, Deputy <br />County Manager for Operations; Pam Dubols, Deputy County Manager for <br />Administration; Marllyn D. Porter, County Attorney; Jonathan Marshall, <br />Commerce Director, Frankle F. Bonds, Clerk to the Board, Kay Honeycutt, <br />Deputy Clerk to the Board, David Baxter, Public Information Officer; and <br />Almee Hawkins, Public Information Officer. <br /> <br /> After breakfast, Chairman Freeman called the meeting to order at 9 05 <br />a.m He turned the meeting over to Bill McCoy, former director of the Urban <br />Institute at the University of North Carolina at Charlotte, who served as <br />facilitator. <br /> <br />Introductions <br /> <br /> Mr McCoy asked the Managers of the local jurisdictions to introduce <br />themselves and their staff. Those present included the following: <br /> <br /> City of Concord: Mayor Pro Tem Allen T. Small; Council Members <br /> Jim Ramseur and Alfred M. Brown, Jr.; Brian Hlatt, City Manager; <br /> Jim Greene, Deputy City Manager; Jeff Young, Planning Director; <br /> and A1 Benshoff, City Attorney. <br /> <br /> Town of Davidson: Mayor Randy Klncaid; Commissioners John Woods <br /> and Cary Johnston, Leamon Brlce, Town Manager, Kris Krider, <br /> Planning Director <br /> <br /> Town of Huntersville: Mayor Pro Tem Jill Swain; Jerry Cox, Town <br /> Manager; and Jack Slmoneau, Planning Director. <br /> <br /> City of Kannapolis: Mayor Ray Moss; Council Members Darrell <br /> Hinnant, Randy Cauthen, Richard Anderson and Paul Bessent; Mike <br /> Mahaney, City Manager; Mike Legg, Assistant City Manager; Lisa <br /> Valdez, Planner; Wally Safrlt, City Attorney; and Bridgette Bell, <br /> City Clerk <br /> <br /> Cabarrus County: (see above) <br /> <br /> Also present: Ronnie Glassberg, Reporter, The Charlotte Observer <br /> (Cabarrus Neighbors); Maya Spikes, Reporter, The Independent <br /> Tribune, Senator Fletcher L. Hartsell, Jr , Lynn Shue, Cabarrus <br /> County Board of Education; John Chessner, University of North <br /> Carolina at Charlotte (Facilitator); and Harold W Smith, <br /> resident of Kannapolis <br /> <br /> Mr. McCoy explained the purpose of the meeting was to discuss growth <br />and development in the Northwest Area, review planning for the NC 73 corridor <br />and establish a vision for Northwest Cabarrus County He stated the meeting <br />was a follow-up to discussions that occurred during the County Commissioners' <br />retreat in January. <br /> <br />Visual Preference Survey <br /> <br /> Bill McCoy and Jonathan Marshall presented a visual preference surwey <br />of approximately 54 slides showing various types of development, including <br />resldentlal, commercial, streets, parking lots, etc Each slide was rated 1 <br /> 10, with 10 being the highest. The scores would be tallied and presented <br />later in the meeting <br /> <br />Overview of the NC 73 Corridor Plan <br /> <br /> Mr. Marshall gave an overview of the NC 73 Corridor Plan that includes <br />that portion of NC 73 from Llncolnton to 1-85 and involves local <br />jurisdictions. The study is looking at land use and transportation planning <br />and addressing such issues as population growth, traffic coordination, road <br />alignment, access management, etc. <br /> <br /> <br />
