Article 14 of the North Carolina General Statutes addresses the mandate for
each county's CFPT to review all child deaths in order for the community to have a
greater understanding of the causes, and the methods for perhaps preventing these
deaths. Cabarrus County's CFPT currently consists of 30 members, with 2 vacant
memberships (parent of a child who died before 18, and DSS board member). This
team promotes a community wide approach to understanding childhood deaths,
identifying deficiencies in service delivery of agencies to children and their families.
The team also discusses, designs, and implements recommendations for change
throughout the community to prevent childhood deaths. The CFPT meets on a
quarterly basis, with the December meeting typically being combined with the
Community Child Protection Team. Several members are on both teams, providing
consistency and collaboration. The Cabarrus County CFPT is fortunate to have
dedicated members, and a growing membership bom out of increased interest of
community agencies.

Cabarrus Child Fatality Statistics

During the fiscal year 02-03, our local team reviewed 26 child fatalities. Prematurity
and birth defects continued to be the major causes of child deaths in our county
through this year. The following is a breakdown for 2002-2003 FY:
· Thirteen (13) deaths related to perinatal conditions, including prematurity.
· Six (6) deaths related to congenital anomalies, or birth defects.
· Four (4) related to accidents (1 self-inflicted gunshot wound, 1 struck by a car
and 2 involved in the same MVA).
· Three (3) related to illnesses (1 cancer, 1 pneumonia and 1 an inborn
metabolic disorder).

Team accomplishments and strengths

The Cabarms County CFPT, together with Cabarms County DSS and the
CCPT, and facilitated by a representative fi.om DHHS, held an intensive
review of a child death in January 2003. This review lasted two days, and
resulted from a child who had died under suspicious conditions. The death
was ruled "undetermined", but the family had been investigated by DSS in
another county in the months previous to the death. Mecklenburg County
DSS participated in the review as well, and six findings/recommendations

1307 South Cannon Boulevard · Kannapolis, North Carolina 28083
Phone: 704-920-1322 · Fax 704-933-3345 · www.
