April 20, 2004 <br /> <br />Page 431 <br /> <br />f) <br /> <br />Shall be steel troweled and light broom finished and cured properly <br />Tooled joints shall be provided at intervals of not more than five <br />(5) feet and expansion joints at intervals of not more than forty <br />(40) feet. <br /> <br />4) <br /> <br />Street trees shall be requzred in developments with average lot sizes of <br />~ acre or less. These trees shall meet the following requirements: <br />a) Street trees shall be installed at a standard of one shade tree per <br /> fifty feet. <br />b) Shade trees must be 2" to 2.5" in caliper and 10' to 12' at the time <br /> of planting. <br />c) Where overhead power lines prevent the ~nstallat~on of shade trees, <br /> ornamental trees may be substituted. These ornamental trees must be <br /> 1.5" to 2" caliper for single stem trees or 1" to 1.5" for multi- <br /> stem trees. Either type must be 6' to 8' in height at the time of <br /> planting. <br />d) The street trees shall be placed within a six (6) foot planting <br /> strip located between the back of the curb and sidewalk. <br /> <br />5) Collector streets shall use standard (2'-0" minimum) curb and gutter. <br /> Valley or standard curb and gutter can be used on the remaining streets <br /> <br />6) <br /> <br />Cul-de-Sac pavement radius shall be maximized (37' minimum) within the <br />r/w with an easement to accommodate any part of the street or utility <br />infrastructure not contained wlthln the right-of-way so as not to affect <br />setbacks. Sidewalk shall be extended all around the bulb of the cul-de- <br />sac where density requires. A landscaped center is required and best <br />management practices for stormwater treatment are encouraged. <br />Construction typicals are being prepared for this. <br /> <br />7) <br /> <br />The standard pavement cross sections must be shown on the plan. Pavement <br />structure shall be 8" stone, 1 ~" surface course with an additional 1" <br />surface course applied when a ma]ority of the construction is completed. <br /> <br />8) <br /> <br />Right-of-way widths at a minimum of 50' will be permltted as shown in <br />street typicals when at least three off street parking spaces are <br />provided per dwelling unit. Street pavement width shall be 20' for <br />streets serving less than 20 lots, 22' for other local streets, 24' for <br />collector streets wlthout parking, and 28' for collector streets with <br />parking. Curb and qutter is required. On streets with average lot sizes <br />of one acre or greater curb and gutter shall not be required and NCDOT <br />construction standards for right-of-way and pavement widths shall be <br />used. Where three off street parking spaces are not provided, NCDOT <br />standards for right-of-way and pavement width shall apply. <br /> <br />9) The NCDOT D~strict Engineer must approve the terrain classification. <br /> <br />10) <br /> <br />Refer to NCDOT Subdivision Roads Construction Standards for minimum <br />speed, horizontal, vertical, etc. design standards. This includes but is <br />not limited to, minimum centerline radius, minimum k values, minimum <br />distance between reverse curves, etc. <br /> <br />II) <br /> <br />Dedicated sight triangle easements at intersections with public streets <br />will need to be shown on the final plat. The .County standard is 35' x <br />35' and NCDOT 10' x 70'. <br /> <br />12) The grades for 100' each way from intersections exceeding 5.0% are not <br /> allowed unless approved by NCDOT. <br /> <br />13) <br /> <br />A Traffic Impact Analysis as required by the County shall be submitted, <br />approved and adhered to. The County requires a Traffic Impact Study for <br />subdivisions with greater than 200 trips per day. Non-residential <br />development projects must meet NCDOT requlrements for Traffic Impact <br />Studies. <br /> <br />14) <br /> <br />Approval of an NCDOT Street and Driveway Access Permit Application is <br />required before approval of the construction plans can be completed. <br />Copies of the approved permmts shall be sent to the appropriate City <br />Traffic Engineer where it is likely that road will become part of a city <br />maintained system in the future. <br /> <br />15) <br /> <br />The Developer is required to obtain any right-of-way in the name of the <br />NCDOT that may be necessary to install all ad3acent and off-site turn <br />lane improvements. <br /> <br /> <br />
