April 20, 2004 ~ .... ~ "l ~'~ '¢~[ ~ Page 432 <br /> <br />Plans for the required improvements on all NCDOT facilities sections will <br />need to show dimensions of widening, storage, bays and tapers, striping <br />plan with dimensions and notation for the striping standards, cross <br />section of new sections and overlays, tie-in to new improvements (curb <br />and gutter, sidewalks), etc. <br /> <br />17) <br /> <br />The NCDOT street improvement criteria as it relates to the MPO <br />Transportation Plan shall apply to the whole development. ~ne County <br />Subdivision Regulations and Thoroughfare Overlay Zone requires that a <br />development dedicate right-of-way as shown in the adopted MPO <br />Transportation Plan or as listed by the NCDOT Division office. This <br />applies to both existing and planned roads. Improvements to these roads <br />shall be in accordance with NCDOT standards. <br /> <br />iS) <br /> <br />Where a street is likely to become part of a city maintained system, road <br />names shall be in accordance with that city's standards for suffixes and <br />directional. All road names must have final approval by the Cabarrus <br />County Planning Division for address purposes. <br /> <br />19) The NCDOT Standard of cul-de-sac lengths must be met. <br /> Engineer has the right to vary this requirement. <br /> <br />The District <br /> <br />2O) <br /> <br />The connectivity ratio as defined and required in UDO Section 10.1.5 <br />shall be met with the following exceptions: residential development with <br />a gross density less than 1 unit per acre shall meet a minimum ratio of <br />1.2, residential development with a gross density between 1 and 2 units <br />per acre shall meet a minimum ratio of 1.3 and all residential <br />development with a gross density greater than 2 units per acre shall meet <br />the Concord UDO standard ratio of 1.4. The subdivision administrator may <br />grant exceptions based on topography, environmentally sensitive areas, or <br />other natural obstructions. The Planning & Zoning Commission shall <br />consider appeals of those decisions. <br /> <br />Current Development Standards that the County will continue to enforce in all <br />areas: <br /> <br />County and City floodplain criteria, as outlined in the County's Flood <br />Damage Prevention Ordinance shall apply to all developments. <br /> <br />County stream buffer preservation and water quality protection criteria <br />as outlined in the County's Zoning Ordinance Chapter 4, Part 2. <br /> <br />County Watershed Protection Overlay District criteria as outlined in the <br />County's Zoning Ordinance Chapter 4, Part 1. <br /> <br />All utility design and construction shall meet Water and Sewer Authority <br />of Cabarrus County standards as adopted and properly amended. <br /> <br /> There was brief discussion regarding the proposed standards, <br />specifically the sidewalk requirements. Mr. Marshall pointed that sidewalks <br />would not be required when the lot size is greater than one acre. <br /> <br /> ~IPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />with Commissioners Privette, Carruth and Carpenter and Chairman Freeman <br />voting for, the Board endorsed the proposed draft revisions to the County's <br />Development Standards as presented by Jonathan Marshall, Commerce Director. <br />Further, the Board agreed to send the proposed draft revisions to the County <br />Planning and Zoning Commission for consideration and review and to advertise <br />a public hearing and review by the Board at its meeting on May 17, 2004. <br /> <br /> Vice Chairman Suggs arrived at 6.56 p.m. and was present for the <br />remainder of the meeting. <br /> <br />C~osed Session <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board moved to go into Closed Session to consult <br />with the County Attorney to preserve the attorney-client privilege and <br />discuss pending litigation as authorized by North Carolina General Statute <br />(NCGS) 143-318 11(a) (3); and to prevent the disclosure of information that is <br />privileged or confidential pursuant to NCGS 143-318.10(e) as authorized by <br />NCGS 143-318.11(a)(1) (Minutes~General Accounts of Closed Sessions). <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth <br />and unanimously carried, the Board moved to come out of the Closed Session. <br /> <br /> <br />
