Proposed Revisions to Cabarrus County Development Standards <br /> <br />1) <br /> <br />Cabarrus County has developed proposed revisions to the County Development Standards. <br />Those standards include some items that are currently enforced by the County or other <br />appropriate agencies. The following list identifies standards that have been altered or would be <br />an addition to those the County currently enforces: <br /> <br />Sidewalks for residential development shall be installed based on development density. <br />a) In residential developments with average lot sizes between .51 and 1 acre sidewalks shall be <br /> Installed on one side of all streets serving more than 20 lots. <br />b) In residential developments with average lot sizes of 1/2 acre or less sidewalks shall be installed on <br /> both sides of all streets. <br />c) In residential developments with sidewalks, required connections to adjacent developments shall <br /> be reviewed during the subdivision rewew process (examples of desired connections include <br /> schools, parks, commercial developments and residential developments). <br /> <br />2) Non-residentml development shall be reqmred to meet the sidewalk standards in the General <br /> Industrial, Lxmited Industrial, General Commercial and Limited Commereml Zoning Districts. A <br /> waiver from the sidewalk requirements may be granted by the Zoning Administrator where the <br /> installauon would not be reasonably tied to an existing or planned pedestrian network. The demsion <br /> of the administrator may be appealed to the Planning & Zoning Comrmssion. Sidewalks in non- <br /> residential areas shall be required in the following locations: <br /> a) On one side of all public streets directly adjacent to the developed site; <br /> b) On both s~des of all interior public streets within the development; <br /> c) Within the development to hnk buildings with the following: <br /> 0 Parking <br /> n) Adjmmng streets <br /> m) Adjoining sidewalks <br /> ~v) Adjoining developments or amemt~es where appropriate pedestrian connections should be <br /> reasonably accomplished <br /> <br />3) <br /> <br />4) <br /> <br />Street trees shall be required ~n developments with average lot sizes of t,/2 acre or less. These trees <br />shall meet the following requirements: <br /> <br />a) Street trees shall be installed at a standard of one shade tree per fifby feet. <br />b) Shade trees must be 2" to 2.5" m cahper and 10' to 12' at the time of planting. <br />c) Where overhead power lines prevent the ~nstallatlon of shade trees, ornamental trees may be <br /> substituted. These ornamental trees must be !.5" to 2" caliper for single stem trees or 1" to 1.5" <br /> for mulu-stem trees. Either type mugt be 6' to 8' ~n height at the t~me of planting. <br />d) The street trees shall be placed within a six (6) foot planting strip located between the back of the <br /> curb and sidewalk. <br /> <br />Cul-de-Sac pavement radius shall be maximized (37' m~nlmum) w~thin the r/w with an easement to <br />accommodate any part of the street or utility infrastructure not contained wathin the right-of-way so as <br />not to affect setbacks. Sidewalk shall be extended all around the bulb of the cul-de-sac where density <br />requires. A landscaped center is required and best management practices for stormwater treatment are <br />encouraged.
