Access shall be limited where lots abut minor thoroughfares,re:no.' <br />a~cri~,Is and major collector roads. The Planning and Zoning <br />Commission may at their discretion prohibit direct access entirely, or <br />may permit limited access based on analysis by Staff Transportation <br />Planner. <br /> <br />Traffic Impact Analysis. Subdivisions or developments estimated to <br />produce greater than 200 trips per day are required to provide a Traffic <br />:Impact Analysis (T[A). The TLA must be produced by a qualified <br />professional and must include, at a minimum, the following: <br /> <br />1. An estimation of traffic generated. <br /> <br />2. An estimation of trip distribution to and from the development. <br /> <br />An analysis of the existing road system serving the development (to <br />the nearest major intersections) and the effect of the development <br />on that system. <br /> <br />A listing of proposed improvements, both on and off-site, and their <br />effect on the existing system. <br /> <br />Multiple Entrances Required. Where a Traffic Impact Analysis, the <br />Planning Staff, or Planning and Zoning Commission determines it is <br />necessary, a divided entrance, or second entrance will be required for a <br />subdivision or development. A divided entrance shall be four travel lanes <br />from the intersection with the public road system to the first intersection <br />within the development. A second entrance may be accomplished by a <br />second intersection with the public road system or interconnection with an <br />adjoining subdivision that accesses the public road system. <br /> <br />Conformance with Transportation Plan. Where a tract of land to be <br />subdivided borders on a proposed thoroughfare or a road requiring <br />improvement as indicated in the ~CABARRUS - ROWAN IvIPO and <br />County Thoroughfare Plans, the owner/developer will be required to <br />dedicate the necessary right-of-way for the proposed improvement. When <br />dedication is required the developer may reduce lot size to 95% of that <br />required by the underlying zoning. The number of lots created after the <br />reduction may not exceed the number that could have been created had <br />no dedication been required. <br /> <br />34/ <br /> <br /> <br />
