E. Conformance with Transportation Zmprovement Proqram. Where a <br /> <br />parcel to be subdivided is crossed by any part of the proposed right-of-way <br />for a thoroughfare included in the NC Transportation Improvement <br />Program, and the location of that right-of-way has been further defined by <br />accepted location procedures, the right-of-way for that thoroughfare shall <br />be reserved by the owner/developer. The reservation of the right-of-way <br />shall be for a period not to exceed three years from the date of approval of <br />the preliminary plat. During that period, however, the property may be <br />acquired by the State or other governmental unit at fair market value. <br /> <br />Turn Lanes Required. Any subdivision that will contain in excess of 50 <br />lots, or create in excess of $00 ADT (as projected by using FIE Trip <br />Generation Manual) shall construct turn lanes at the entrance(s). These <br />turn lanes shall-be constructed to NCDOT specifications. Construction <br />plans shall be approved by NCDOT prior to construction of turn lanes. <br /> <br />Reserve Strips. Reserve strips or non-access reservations that control <br />access to roads, waterways, parks or the like, shall be permitted only if their <br />purpose, location, dimensions, and manner of control are approved by the <br />Planning-and Zoning Commission. <br /> <br />Section 66-7713. Monuments <br /> <br />Unless otherwise specified by this ordinance, the standards of practice for land surveying <br />as adopted by the North Carolina State Board of Registration for Professional Engin_eers <br />and Land Surveyors, under provisions of North Carolina General Statute Chapter 39, <br />Article 5A shall apply. <br /> <br />Section 66-7-814. Construction procedures <br /> <br />Construction or installation of improvements shall commence in a proposed <br />subdivision al~er the preliminary plat has been approved, and all plans and <br />specifications for roads, utilities and sedimentation and erosion control have <br />been approved by the appropriate authorities. <br /> <br />During the construction phase the proposed road when adjoining an <br />existing paved road, shall have a gravelway of at least one hundred (100) <br />feet in length, eighteen (18) in width, with a gravel base of at least six (6) <br />inches, to help eliminate excessive mud and other such materials from <br />being carried onto the paved road. <br /> <br />35~ <br /> <br /> <br />
