I; SECTION~']V <br /> <br /> COMPONENT NARRATIVE (Attach for each component) <br />Briefly describe what the program expects to achieve and why. The narrative should address each of the <br />followinq items (1) Identify the staff and their responsibilities to the program, (2) describe the physical facilities <br />in which the services will be defivered, (3) discuss any areas of concern that could affect the success of the <br />program, (4) discuss why these resources used in the manner described should be expected to alter <br />inappropriate behavior, (5) describe the referral, screening and admissions procedures, (6) describe the <br />means of working with youth and families, (7) describe the protective factors the program will use to address <br />the identified risk factors, (8) describe the daily program activities, (9) describe the termination procedures, <br />and (10) describe the interaction with juvenile court. <br /> <br />1) Staff and Responsibilities: <br /> a) Cynthia Seaforth is the Teen Court Coordinator. She is responsible for the day-to-day management of <br />the program including; client intake and evaluation; community service placement; communicating with the <br />Department of Juvenile Justice, District Court, School Resource Officers, local attorney's who are referral <br />soucres. The coordinator must maintain accurate records, evaluate the program effectiveness and recommend <br />improvements. Solicit new community service sites and monitor existing sites for compliance with our needs. <br />Prepare monthly .and annual program reports which include client tracking information. Screen and train <br />volunteers (youth and adults) for rules and requrements of the Teen Court program. Monitor offenders to <br />insure compliance with jury requirements. Assist in the development of marking materials and presentation of <br />information about the program t the community. <br /> b) The Executive Director - Jessie Blackwelder supervises all CCMC, Inc. The Director serves, tracks, <br />funds, reports to CCMC, Inc. Board of Directors and reports to funding sources. <br /> <br />2) Physical Facilities: <br /> a) The Cabarrus County Mediation Center, Inc. and Teen Court Program is located in the Cabarrus County <br />Courthouse, at 77 Union Street, Concord, North Carolina. The office space used is donated to the Center <br />through in-kind county donations. The office space is located on the second floor and is handicapped <br />accessible. Program participants come to the office primarily for intake inteviews. Teen Court sessions are <br />held in the Cabarrus County Courthouse, court rooms on the second floor. The court rooms are handicapped <br />accessible. Community service program participants may be assigned to sites throughout Cabarrus County. <br />These sites include, Cabarrus Pet Society, Royal Oaks Gardens, Harrisburg Parks and Recreation and other <br />community service sites utilized by the parents. <br /> <br />3) Areas of Concern: <br /> a) To continue locating appropriate, relevant community service worksites. <br /> b) Identification and solicitation of Teen Court volunteers, both youth and adult. <br /> c) The program director continues to make significant improvements in this area. Other adult volunteers and <br />community leaders assist with referrals to the program. <br /> d) The number of referrals to law enforcement agencies. These numbers have increased significantly. <br /> <br />4) Why Resources Will Alter Inappropriate Behavior: <br /> a) The program components of Teen Court seek to cultivate and/or enhance the protective factors; <br /> i) Healthy belifes and clear standards by providing clear rules and boundaries. <br /> ii) Communicating or modeling healthy behaviors is conveyes by expectations of success. Emulation of <br />role models participating with Teen Court, i.e., attorney's assistant district attorney's, adult volunteers, juve_nile <br />court counselors, police. <br /> iii) Attachments to the community are developed by demonstrating other offenses.
