5) Procedures:
a) Referrals are made by the Department of Juvenile Justice (Court Counselors), Law Enforcement Officers
(including local police, deputy sheriff's and school resource officers) school administrators, local attorney's n
conjunction with district court.
b) Screening information is taken from social history prepared by the referring representative and other
investigative reports. The participant and parent(s) must meet with the program coordinator for an explanation
and acceptance of the program requirements.
c) Admission - the participant is admitted to the program upon acceptance by the participant and parent(s) of
the program requirements.

6) Means of Working with Youth and Families:
a) The program coordinator has frequent and ongoing contact with the participants and his/her parent(s)
including:
i) The intake interview with participant family. Program requirements are explained and the necessary
documentation secured.
b) Teen Court session - the Coordinator is on hand to explain the sentence and answer questions.
c) Community service site - the Coordinator maintains regular, frequent contact with participant, the
parent(s) and the community service site representative.
d) Evaluation --expectation is for parent(s) and youth to participate in completing exit evaluation and
questionnaire as explained during intake interview.

7 ) Protective Factors & Risk Factors Addressed:
a) Family Management Problems - Teen Court addresses issues which occur with family members such as
child/parent conflicts, anger management, etc. It is mandatory condition of Teen Court for the offender to
attend any type of counseling that the Teen Court coordinator deems necessary. For issues between family
members the primary custodian is told that they must be actively involved in counseling for the youth to satisfy
the requirements of Teen Court. The parent/custodian must submit in writing proof of involvement. The goal is
to reduce conflilcts within the family to lessen contact with the legal system in the future.

8) Daily Program Activities:
Include receiving referrals from the Juvenile Court Counselor: Coordinator contacts participants to arrange
intake interview. Intake interviews are to inform participant and parent(s)/custodian about program
requirements. Questions are answered and necessary documentation is secured. Notices are sent to jury,
baliff, attorneys and judges. Summons are sent to participants and parent(s)/custodian. Community service
sties are secured. Contact is maintained with community service site representative, participants and parent(s).
Required records, paperwork, and reports are maintained. Telephone inquires regarding the program are
answered. Marketing materials (with brochures, etc.) are developed. Presentations to community groups
about the program in order to solicit additional volunteers and raise awareness is an integral part of this
position. The program Coordinator interacts with Juvenile Justice Court Counselors and maintains
communications(both verbal and written). The communication between Law Enforcement, Attorney's, Court
Counselors and Teen Court are strong and open. We will work to ensure they remain this way.

9) Termination Procedures: Reasons for termination include:
a) Successfully completing all of the requirements set forth by the jury at a Teen Court session.
b) Unsuccessfully completing all of the requirements set forth by the jury at a Teen Court session. Failure to
complete the requirements set forth by the jury include; not completing all assigned community service hours,
not completing mandatory jury duty assignments, not completing written assignments, violating curfew set forth
by Teen Court and parents, failure to pay restitution when owed to victim, not submitting to drug assessment
and/or counseling when charged with possession of alcohol or marijuana, continued truant behavior and/or
runaway behavior, suspension or expulsion from school for attendance or behavior while in Teen Court
supervision, committing another offense resulting in a second charge while in Teen Court supervision. To
complete termination procedures for any of the above, the referring entity is contacted to inform them of
termination decision whether successful or unsuccessful.

JCPC PROGRAM AGREEMENT, 2004-2005
