Staff Analysis:

Staff Recommendation:

Appro', e':.
Denied
Tabled
comments are preliminary. NCDOT reserves the fight to
modify comments pending review of the traffic document
and further plan submittal.

Environmental Protection: Neither the owner nor the
developer has contacted this office in reference to this
project. The size of the project is greater than one acre. An
erosion and sedimentation control plan must be submitted
for review and approval prior to the commencement of any
land disturbing activities.

Staff finds that the proposed subdivision meets all the
development standards of the Cabarrus County Zoning
Ordinance. However, the subdivision does not meet the
Al)FO requirements for school facilities.

Staff recommends approval of the Cannon Crossing
subdivision. It is recommended that the Planning and
Zoning Board grant approval of the subdivision with the
following conditions:

1. That the developer enters into a consent agr_eement with
the County to meet the Adequate Public Facilities
Ordinance requirements for school facilities.
2. In accordance with the Customized Development
Standards, open space areas shall remain undisturbed
except for the installation of active recreation amenities,
utility lines, and removal of under brush. Disturbance
shall be approved by the Subdivision and/or Zoning
Administrator.
3. The applicant will be required to secure an approved
NCDOT Street and Driveway Access Permit for any
connection onto Harris Rd. and Poplar Tent Rd.
facilities, and shall be required to meet any special
provisions attached thereto by the NCDOT.
