The Pay Plan, contains language that can impact the promotion <br />of employees or when their position is substantially reclassified. The ordinance provides for a ten <br />level (approximately 5%) increase or an increase to the entry salary of the new salary grade, <br />whichever is greater. However, permanent salary increases are limited to 10% in a fiscal year and <br />sometimes these changes are more than two grades. <br /> <br />In most cases a current employee receiving a four grade promotion would need to be at level 22 or <br />above to meet the 10% limit criteria. This assumes they have not received a merit increase during <br />the current fiscal year. <br /> <br />Additionally, a vacant position can be filled by hiring an applicant that is not a County employee at <br />the entry level of a salary Grade. However, promoting a County employee would not be possible <br />because the entry level salary at the new grade would exceed the employee's 10% maximum <br />increase. <br /> <br />A position that is substantially reclassified (three grades or more) would result in similar <br />inconsistencies. These reclassifications, while rare, are possible due to changes in duties, <br />qualifications, and/or responsibilities. <br /> <br />Two examples follow: <br /> <br />A current employee in an Accounting Clerk III position (Grade 58) at DSS applies and is selected <br />for an Accounting Technician position (Grade 62) in Finance. The employee's current pay is <br />Grade 58/Level 8, salary $21,431. The salary for the entry level for the new grade (62/1) is <br />$25,178. This would be a 17.5% increase. <br /> <br />2. A Deputy Shedff, Grade 651Level 16, qualifies and is selected to be a Sergeant, Grade 69. The <br /> salary change to 69/1 is $31,361 to $35,437 or 13.0%. <br /> <br />I recommend the current language in Article III that reads 'Permanent increases to an employee's <br />salary are limited to a 10% maximum during a fiscal year' be revised to read 'Permanent increases <br />to an employee's salary are limited to a 10% maximum during a fiscal year, except when entering a <br />higher salary grade at the entry level. <br /> <br /> <br />
