Cabarrus County Jail and Courthouse Contract Amendment #1 Phase II - Law Enforcement Center July 14, 2004 Exhibit "D" Transition Planning Assistance Transition Planning is a part of the facility development process that involves a series of tasks related to defining operational policies and procedures for staff to follow in working in the new facility. These need to be developed prior to the scheduled move in order to be utilized in training existing and new staff. It is also necessary that the transition process extend several months beyond initial occupancy to allow sufficient time to conduct a post-occupancy operational evaluation to assess effectiveness of policies and procedures and make adjustments as necessary. The transition process shall begin approximately18 months prior to the scheduled completion of the facility. It will include tasks and development of "products" (i.e., staffing analyses, policy & procedures manuals, emergency procedures documentation, position post orders, etc.).
