Cabarrus County <br /> Jail and Courthouse <br /> Contract Amendment #1 <br />Phase II - Law Enforcement Center <br />July 14, 2004 <br /> <br /> Exhibit "D" <br />Transition Planning Assistance <br /> <br />Transition Planning is a part of the facility development process that involves a series of <br />tasks related to defining operational policies and procedures for staff to follow in working <br />in the new facility. These need to be developed prior to the scheduled move in order to <br />be utilized in training existing and new staff. It is also necessary that the transition <br />process extend several months beyond initial occupancy to allow sufficient time to <br />conduct a post-occupancy operational evaluation to assess effectiveness of policies and <br />procedures and make adjustments as necessary. <br /> <br />The transition process shall begin approximately18 months prior to the scheduled <br />completion of the facility. It will include tasks and development of "products" (i.e., <br />staffing analyses, policy & procedures manuals, emergency procedures documentation, <br />position post orders, etc.).
