Subject: <br /> <br />Purpose: <br /> <br />Policy: <br /> <br />Sale of Surplus Personal Property <br /> <br />To establish certain guidelines for the disposal of any obsolete, surplus, or other equipment the County <br />may offer for sale to the public. <br /> <br />The Purchasing Agent will process all personal property sales for the County by advertising for <br />bids once approval of the Board of Commissioners has been obtained authorizing disposal. <br /> <br />An item or group of items valued at less than $5,000 may be sold to individuals at the discretion <br />of the Purchasing Agent with authorization from the County Manager. <br /> <br />All sales are made tn compliance with the NC General Statutes that govern disposal of surplus <br />property. <br /> <br />Surplus equipment such as automobiles, trucks, furniture and other equipment are usually sold <br />by public auction. <br /> <br />All bidding shall be open to the general public. <br /> <br />Procedure: <br /> <br />2° <br /> <br />4° <br /> <br />5° <br /> <br />Items to be sold by sealed bids or public auction should be submitted by memorandum to the <br />Purchasing Agent giving the full description and details, including fixed asset and equipment <br />numbers <br /> <br />Minimum prices for disposal of surplus items are to be established by the Department Head <br />and the Purchasing Agent. These minimum prices should take into account the fair market <br />value, salvage value, etc., and shall not arbxtrarily be determined. <br /> <br />All property will normally be disposed of in one of the following ways: <br />a. Transferred for use in another department/governmental entity. <br />b. Sold immediately by sealed bid. <br />c. Held for sale at public auction. <br />d. Destroyed due to no salvage value. <br />e. Sold to individuals, at the discretion of the Purchasing Agent and with authorization <br /> from the County Manager, if value is less than $5,000. <br /> <br />All sales by public auction and sealed bids are advertised and submitted to the Board of <br />Commissioners for approval. <br /> <br />The Finance Department collects all proceeds from all sales. <br /> <br />19 <br /> <br /> <br />
