Section <br />11 of this Ordinance. <br /> <br />Reservation - withholding a parcel of land from development for a stated <br />period of time for the purpose of making the land available for public <br />acquisition at a later time. <br /> <br />Reserve Strip - a parcel of land extending from a street right-of-way to <br />the end of a property line. <br /> <br />Road, Street, or Highway - a dedicated public or private right-of-way for <br />vehicular or pedestrian traffic which meets one of the following <br />definitions: <br /> <br /> 1. Private Roads - a dedicated right-of-way and/or road which may not <br /> meet the minimum standards of the NC Department of Transportation <br /> for public streets. <br /> 2. Urban Roads - streets within the CABARRUS - ROWAN Metropolitan <br /> Planning Organization boundaries and classified in the Cabarrus - <br /> Rowan MPO Transportation Plan which is incorporated into this <br /> document by reference. These are ,further divided into the <br /> following categories: <br /> <br /> a. Local Access Streets designed only to provide access to <br /> abutting property. May be residential, commercial, or <br /> industrial. <br /> b. Collector Road System - intracounty routes of two types: <br /> 1. Major Collector Roads - streets providing service to the <br /> arterial system and major traffic generators. <br /> 2. Minor Collector Roads - streets providing service from <br /> the local road system to major collectors and arterials. <br /> c. Minor Thoroughfares - designed to collect traffic from local <br /> access streets. <br /> d. Major Thoroughfares - the primary traffic arteries of the urban <br /> area providing for traffic movements within, around and through <br /> the area. <br /> <br /> 3. Marginal Access Street - a local or collector street which <br /> parallels and is i~mlediately adjacent to an arterial road, and <br /> which provides limited access to abutting property and protection <br /> from through traffic. <br /> <br /> BB. Sewage - the wastewater and its contents from kitchen, bathroom, toilet, <br /> lavatory and laundry of any residence, business establishment, industrial <br /> plant, institution, or any public building. <br /> <br /> 1. Central Sewage Disposal System - A sewerage system serving two (2) <br /> or more dwelling units and approved by the Cabarrus County Health <br /> Department and the North Carolina Department of Environmental <br /> Health and Natural Resources which provides a collection network <br /> and disposal system and central sewage treatment facility for a <br /> single development, community, or region. The State of North <br /> Carolina considers central sewage disposal systems to be "Public <br /> Systems". For the purposes of these regulations the following <br /> distinctions are made: <br /> <br /> a. "Public Sewage Disposal System" shall mean a single system of <br /> sewage collection, treatment, and disposal owned and operated <br /> by a sanitary district, a water and sewer authority or <br /> district, a county, or municipality or another public <br /> utility. <br /> b. 'Com~u~ity Sewage Disposal System" shall mean a privately <br /> owned central sewage disposal system or a system owned by a <br /> community association. <br /> <br /> 2. On-Site Sewage Disposal System a septic tank or similar <br /> installation on an individual lot which utilizes an aerobic <br /> bacteriological process or equally satisfactory process for the <br /> elimination of sewage and provides for the proper and safe disposal <br /> of the effluent, subject to the approval of health and sanitation <br /> officials having jurisdiction. <br /> <br />CC. Subdivider - any person, firm or corporation who subdivides or develops <br /> any land which is a subdivision as herein defined. <br /> <br /> <br />
