The basis of the Fund is that all the contributions made by employees will go to the focus <br />groups selected by the employees. The Fund would be an employee guided program. The <br />proposal is for payroll deductions and/or one-time contributions to be taken from <br />employees during the annual Fund drive and deposited into an Agency Fund. The <br />deposits would be kept in a separate account at the NCCMT (North Carolina Capital <br />Management Trust). Once the employee committee makes the selection of the recipients <br />for the contributions, two checks would be issued, one in July and December of each <br />year. This will ensure that the funds have been collected from the employees prior to <br />issuance of the checks. The Agency Fund would be audited each year along with all the <br />other County Financial Records. The activities of the Fund would be published in the <br />employee newsletter. <br /> <br />We, as Managers, are requesting the approval of the Board of Commissioners to endorse, <br />in principal, this Fund program for employee participation. We feel that if the employees <br />are involved in the selection of the agencies that receive our contributions, with no <br />reduction for administrative costs, we can be more successful in aiding the citizens of our <br />community who are in need. <br /> <br />Thank you for any consideration given to this matter. <br /> <br /> <br />
