Dubois, Deputy County Manager <br /> <br />Subject: Employee Charitable Campaign <br /> <br />Cabarrus County employees have historically been very active in community efforts such <br />as adopting families in need at Christmas, collecting school supplies for children, <br />collecting funds for unemployed citizens of Cabarms County after Pillowtex shut down, <br />March of Dimes Walk for babies, American Red Cross Blood Drives, NASCAR Day <br />and United Way. The employees of Cabarrus County care about the community and want <br />to make a positive difference for those people in need in our community. <br /> <br />Since last year, several discussions have taken place during Department Head meetings <br />regarding the possibility of establishing an Employee Charitable Campaign Fund (the <br />"Fund"). The Fund which would allow employees to make contributions to the Fund for <br />distribution to selected "focus areas" in our community. Several department heads have <br />visited Phillip Morris and have evaluated a similar plan established for its employees. <br />Basically, this would mean that the County would move away from solely contributing to <br />United Way and offer as an alternative charitable fund for our community needs that <br />tends to the needs of our citizenry in a manner that is more employee guided. We would <br />ensure that all the proper legalities attendant to such a Fund are met and complied with, <br />working closely with the County Attorney to make sure all proper steps are taken to <br />establish tax exempt status for employee contributions. The Finance office has consulted <br />with Greg Allison and David Lawrence from the Institute of Government for their advise <br />on the accounting and legal issues surrounding the set up of this plan. <br /> <br />The intent of the Plan is to offer our employees another option. An employee would still <br />have the option to donate to the United Way as a "focus area". Phillip Morris has defined <br />certain "focus areas" for its fund, such as: domestic violence, senior services, emergency <br />services, positive youth development, and hunger relief.
