Marshall <br />Commerce Director <br />Cabarrus County <br />PO Box 707 <br />Concord, NC 28026 <br /> <br />Re: Consent Agreement, GLK Group, LLC, Boy Scout Road Project <br /> <br />Dear Mr. Marshall: <br /> <br />Enclosed is a Consent Agreement for our voluntary contribution of $1008 per lot for the Cabarrus <br />County School Adequacy Fund for the referenced project. <br /> <br />Donald E. Wagstaff, Jr., CFO and I are natives ofCabarrus County. We decided when we started <br />planning this project about a year ago that we wanted to be part of the solution for the County <br />school needs. Even though this project is not subject to any impact fees, we committed during <br />our rezoning hearings with the City ofKannapolis and presentations to potential builders that we <br />would volunteer to contribute the then current impact fee of$1008. <br /> <br />We have been working on this project for nearly a year. We submitted our rezoning application <br />for TND Greenfield Conditional Use on August 2,2004 and the City ofKannapolis Planning <br />Board unanimously adopted our rezoning request on September 1,2004. <br /> <br />At the time of our application, property in the City of Kannapolis was not subject to any school <br />impact fee. After we filed our application, the County Commissioners decided that the City of <br />Kannapolis was subject to the then current $500 impact fee for that area in Kannapolis served by <br />the Cabarrus County Schools. The impact fee was then increased to $1008 while we were in the <br />reZOnIng process. <br /> <br />The process of applying for 1ND Greenfield Conditional Use required significant work, expense <br />and a very detailed Master Plan.
