<br /> <br />MEMORANDUM <br /> <br />TO: John Day, County Manager ~ <br />FROM: Jim Cook, Social Services .Dire or . ... . <br />DATE: 9-27-04 <br />SUBJECT: BOC Agenda Request for Child Protective Services <br /> <br />I am writing to ask that you arrange for the Department to bring to the Board of <br />Commissioners at its meeting scheduled for 10-18-04, or at an earlier date if po~sible, a <br />request that the Board establish four new positions for Child Protective Services utilizing <br />new funding being allocated to Cabarrus County by the State for this purpose. <br /> <br />Backf:!round <br /> <br />The 2004 session of the General Assembly appropriated $5 million to assist <br />counties in meeting staffing standards for the Child Protective Services Program. <br />(Representative Jeff Barnhart was instrumental in securing this appropriation.) The <br />General Assembly was concerned to bring average caseloads for all counties to the <br />twelve cases per worker ratio recommended by State policy. In preparing to allocate <br />funds to counties, the State collected data on caseloads and staffing over a recent period <br />of several months. As it happened, the State's survey reflects that Cabarrus County <br />has one of the most under-staffed CPS programs in the State. Cabarrus is one of 10 <br />counties around the State needing additional staff to reach the twelve cases per worker <br />average caseload recommended. Cabarrus was shown to need three additional CPS <br />Investigator positions. Please see the attached chart entitled "Child Welfare Staffing <br />Allocations" . <br /> <br />Cabarrus County is thus being allocated $198,000 in recurring funding for the <br />establishment of the new positions. The funding is intended to cover 100% of the cost of <br />these position, including both salary/benefit costs and overhead costs. No county match <br />is required for this funding. The attached form "Child Welfare Staffing Allocations: <br />Terms and Conditions" was submitted to the State subject to the approval of the Board of <br />Commissioners. With the approval of the Board for the establishment of these positions, <br />the State will send the County the $198,000 for FY05 through the Electronic Funds <br />Transfer process.
