The attached organization charts for the Department's Children's Services Division entitled "Current" and "Requested", reflect that the three CPS units now exceed the five worker to one supervisor ratio. The addition of three CPS social workers would push the ratio to an unacceptable seven worker to one supervisor ratio. We thus need to add a Social Work Supervisor position permitting the creation of a fourth CPS unit. We would then be able to assign the recommended five social workers to each unit. As the funding allocated to Cabarrus is to cover the total cost of the additional three positions, and as supervision is a significant component of this cost, we can use funding from the $198,000 for a Supervisor position. The attached chart entitled "Annual Cost of Requested Positions" reflects that the twelve-month cost of the three social workers and one Supervisor will be $209,819. During the current year, we will utilize at most $138,000 for these four positions, leaving $60,000 to carry forward to next year. The total cost of the four requested positions would thus be covered for several coming years from the recurring allocation and this carry-forward funding from the current year. ,1 We have made plans for accommodating the requested positions with space and equipment we have on hand. (I have confirmed the information provided here, especially as regards the availability of the funding for use for a Supervisor position, and the State's intention to provide for carry forward of funds not used in FY05.) Request I am requesting that the Board of Commissioners authorize the establishment of three Grade 70 Social Worker IAT positions and one Grade 73 Social Work Supervisor III position for the County's Child Protective Services Program effective 11-12-04 (the earliest date we could employ staff assuming approval 10-18, and a period of recruitment. We understand that should the funding supporting these positions cease to be available in future, the positions would be deleted. A budget amendment request form is enclosed. The addition of the requested positions to the Department's CPS Program will help very significantly in protecting children in Cabarrus County.
