The Board of Commissioners for the County of Cabarrus met in recessed session in the Multipurpose Room at the Cabarrus County Governmental Center in Concord,North Carolina on Monday, October 4, 2004, at 6:00 p.m. Present - Chairman: Robert M. Freeman Vice Chairman: Richard D. Suggs Commissioners: Carolyn B. Carpenter Robert W. Carruth Coy C. Privette Also present were John D.. Day, County Manager; Marilyn D. Porter, County Attorney; Frankie F. Bonds, Clerk to the Board; and Kay Honeycutt, Deputy Clerk to the Board. Chairman Freeman called the meeting to order at 6:05 Chairman Suggs was not present for the beginning of the meeting. p.m.. Commissioner Carruth gave the invocation. Approval of the Agenda UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth with Chairman Freeman and Commissioners Carruth, Carpenter and Privette voting fot, the Boa~dapproved the Agenda with the following additions: Consent Agreement for GLK Group, LLC - Jonathan Marshall; Cabarrus County Board of Commissioners Resolution Commissioner Carruth; Update on the Search for a Private Management Firm for the Arena Operations - John Day. Consent Agreement for GLK Group LLC Jonathan Marshall, Commerce Director, reported GLK Group, LLC, has received a conditional use approval by the City of Kannapolis for a mixed-use development off Boy Scout. Camp Road in Kannapolis. This development, he said, was approved prior to the extension of the adequate public facilities policy to Kannapolis, but owners of GLK have voluntarily agreed to enter into a consent agreement to contribute $1,008.00 per unit towards school adequacy. The need for these facilities was evident; however, this body felt it necessary to appoint a committee, which when finished, would give to'us a recommendation on what path we should take in regards to these needs.
