Office of the County Manager

Memo ÇlJ
To: Board of Commissioners
From: JolmDay, County Manage ...
Date: October 15,2004
Re: Temporary Measures for Jail Overcrowding Relief

Some time ago Sheriff Riley reported on the possibility of using modified shipping' ,
containers as temporary jail facilities. Glenn Ware, the architect for the new jail project,
pursued the issue with General Marine Leasing, the container company, and the state
departments of insurance and facility services.

It was determined that modification of the containers would be necessary to meet state
codes. Based on a recent conversation between Mr. Ware and a General Marine Leasing
representative (see attached email), such modifications would be very costly and time-
consummg.

Consequently, we are investigating the possibility of performing minor renovations to an
existing building for use as a temporary jail. The state's jail and detention section chief,
as well as other state officials, is scheduled to meet with us here on October 26th.
Hopefully, we can develop a cost-effective solution.

The Sheriff continues to search for other county jails with space available for Cabarrus
County inmates, but has had little success. .

I will provide an update after the October 26th meeting.

£--/

~
~CæY
IORIH CAROUU

*

Cabarrus County. 65 Church Street, SE .
