<br />Transportation <br />Goal- To develop a mass transit system that provides access to Charlotte. <br /> <br />The southern portion of Cabarrus County currently lacks any form of organized mass <br />transit. The first step in securing such a program is to approve a land use plan that <br />promotes increased densities along the suggested route. In the Midland Plan area mass <br />transit would likely travel along Hwy 24/27 or potentially the rail line once light rail is <br />established in the plan area. <br /> <br />Recommendation- Approve the proposed Midland Area Land Use plan which includes higher <br />density development centered around transit corridors. It is also recommended that Midland <br />officials cooperate with Concord, Charlotte and Cabarrus County officials so they may be <br />included in negotiations for increased transit opportunities in the plan area. Concord is <br />expected to begin operation of its own transit system in late 2004 offering service to <br />Kannapolis and Concord and will continue to offer express service to Charlotte. The <br />Charlotte Area Transportation System, CA TS, currently sponsors express service to Concord <br />and offers vanpools and other services. It is strongly recommended that Midland officials <br />elect to participate in the MPO in order to be considered for route extensions and other new <br />programs. <br /> <br />Goal- To Improve poorly maintained secondary access roads and establish <br />alternatives to Hwy24/27 and USHwy 601. <br /> <br />The North Carolina Department of Transportation (NCDOT) looks to its various planning <br />organizations for assistance with additions to and prioritization of its Transportation <br />Improvements Program (CIP). In our area the primary organization in the Metropolitan <br />Planning Organization (MPO) Because Midland has opted not to participate in this <br />organization is does not have a solid voice when transportation projects are being <br />considered. <br /> <br />Recommendation- That the Town of Midland join the Metropolitan Planning Organization and <br />appoint a board member and staff to participate in transportation planning for the plan area. <br /> <br />9-4- <br /> <br />23 <br />
