<br />Development <br />Goal- To promote the construction of apartments, townhomes, and appropriate <br />manufactured housing to provide affordable housing opportunities within the plan <br />area. <br /> <br />In September 2002, the Midland Town Council voted to eliminate mobile homes as a <br />permitted use in areas outside of mobile home parks. This action drastically reduced the <br />amount of affordable housing within the Town limits. Single and doublewide mobile <br />homes are still permitted in certain districts within the unincorporated area of the plan <br />area. Modular housing is built to state building code standards and thus cannot be <br />prohibited from any area where single family homes are permitted. Although they are <br />rarely constructed, apartments and townhomes are permitted within appropriate districts <br />throughout the plan area. Approval of an enhanced mixed-use district would provide an <br />additional tool for encouraging apartments and townhomes to locate in area where <br />increased density is desired and affordable housing options are limited. <br /> <br />Recommendation- Approve the proposed Midland Area Land Use plan which includes mixed- <br />use designations where increased density is desirable (see Map 9, Future Land Use). Create <br />a mixed-use district that will encourage a greater variety of uses and requires more cohesive <br />planning than is currently required in the existing HDR/MU district. In addition, it is <br />recommended that the Town continue to apply the standards of the Mobile Home/Mobile <br />Home Park Ordinance to regulate mobile homes in a manner that is safe and aesthetically <br />. .. pleasing. The Midland Town Council may çQnsider expanding the Mobile Home Overlay <br />District to areas where this type of development is predominant and appropriate. <br /> <br />Goal- To encourage additional services to locate within the plan area. <br />services include restaurants, shops and a grocery chain. <br /> <br />Desired <br /> <br />Services such as grocery stores, restaurants, and shops are spurred by population <br />density and demographics. Residents of the plan area will need to be patient while the <br />number of roof tops increase in the plan area creating a larger customer base. <br /> <br />Recommendation- Approve the proposed Midland Area Land Use plan which includes mixed- <br />use designations and commercial zoning where increased density is desirable (see Map 9, <br />Future Land Use). If some interest is evident, the topic of liquor by the drink should be <br />considered and debated within the Town limits to encourage increased private investment in <br />the plan area. Continue to plan for orderly and appropriate development, which will increase <br /> <br />population density and continue to promote the Midland aiea as a desirable place tû live. <br /> <br />G-4- <br /> <br />24 <br />
