DATE: 10-1-04 TO: John Day, County M RE: Work First Block GrantPI FROM: Jim Cook, DSS Direct .1 Weare submitting our Work First Block Grant Plan for FY 2005-07 to the Board of Commissioners for their approval. We developed a plan, with input from our Planning Committee that takes into consideration the needs of families in our community with the likelihood of additional cases being brought on by the Pillowtex situation. As in the previous plan, we are addressing needs in two ways, and are adding an additional service. These are as follows: . We will continue to divert families from an application for Work First Cash Assistance through educating them about the program and assisting them through counseling and short-term financial assistance. . We will continue to provide a wide range of services to families who are already receiving Work First Cash Assistance to aid them in becoming self-sufficient and off welfare. . We will begin to serve appropriate non-custodial parents of children who are receiving Work First Cash Assistance to help them locate and maintain employment so they can pay child support, making it more likely that the family will need reduced or no public assistance. The Work First Plan has been put out for a public comment period at DSS, your office, and all branches of the CabarrusCounty Library during the week of October 4th through the 8th, 2004. The public was notified through the Independent Tribune and the public access cable TV station. We want to thank you and the Board of Commissioners for your continued support of our Work First Employment Program. We look forward to another two years of helping families become independent of welfare. Thank you.
