Eligibility Determination: Eligibility detennination is provided tbrough the Intake and Review units of the Economic Services Division at DSS. Eligibility and employment services are separated functions in Cabarrus County. C. First Stop As of July 1, 2002, Cabarrus County DSS entered into a contract with ESC for the services of an out posted Employment Consultant I to provide ESC job services to Work First recipients. That i. the primary duty of the Employment Consultant 1. The Employment Consultant I will do I" Stop registrations when available. If workload does not permit or applicant does not wish to wait, they can go to the local ESC otftce to complete 1" Stop. (A 1" Stop Memorandum o[Understanding between Cabarros County DSS and ESC is included in the Plan). .1 D. Child Care Cabarrus County DSS will prioritize its subsidized childcare funding in the following manner, serving the mandated priority groupS first: . Families who need child care assistance to support child protective services in order to remain in their own homes. . Families whose parents. foster parents. or other adults resporu;ib\e for the care of the child need childcare to maintain or seek employment. . Families who are responsible for the care of a child and need the care to attend school or job training activities that leads to employment. . Families who have children with developmental needs whose emotional, cognitive. social or physical development is delayed or at risk of delay. 0 As funding allows, families who are involved with child welfare services who need child care assistance to prevent or remedy problems that may result in the neglect or abuse of children, to prevent foster care placement, to support family reuniñcation, and to provide support in times of crisis. E. Transportation Transportation is the primary supportive service needed to enable Work First recipients to maintain employment. Cabarrus County USS will make every effort to ensure that Work First recipients are able to access the necessary transportation to allow them to obtain and stabilize themselves on a job. "Stabilize" in Ibis context refers to networking wilb oilier employees at Ibeir place of work, family, fuends, etc; to work ont permanent ongoing transportation after the DSS supportive transportation ends. At present funding levels, Cabarrus Connty DSS will be able to assist recipients with tranSportation from the time they are employed up to 30 days beyond their date of employment. 16 G-,5
