Eligibility Determination: Eligibility detennination is provided tbrough <br />the Intake and Review units of the Economic Services Division at DSS. <br />Eligibility and employment services are separated functions in Cabarrus <br />County. <br /> <br />C. First Stop <br />As of July 1, 2002, Cabarrus County DSS entered into a contract with ESC for <br />the services of an out posted Employment Consultant I to provide ESC job <br />services to Work First recipients. That i. the primary duty of the Employment <br />Consultant 1. The Employment Consultant I will do I" Stop registrations <br />when available. If workload does not permit or applicant does not wish to <br />wait, they can go to the local ESC otftce to complete 1" Stop. (A 1" Stop <br />Memorandum o[Understanding between Cabarros County DSS and ESC is <br />included in the Plan). <br /> <br />.1 <br /> <br />D. Child Care <br />Cabarrus County DSS will prioritize its subsidized childcare funding in the <br />following manner, serving the mandated priority groupS first: <br />. Families who need child care assistance to support child protective <br />services in order to remain in their own homes. <br />. Families whose parents. foster parents. or other adults resporu;ib\e for the <br />care of the child need childcare to maintain or seek employment. <br />. Families who are responsible for the care of a child and need the care to <br />attend school or job training activities that leads to employment. <br />. Families who have children with developmental needs whose emotional, <br />cognitive. social or physical development is delayed or at risk of delay. <br />0 As funding allows, families who are involved with child welfare services <br />who need child care assistance to prevent or remedy problems that may <br />result in the neglect or abuse of children, to prevent foster care placement, <br />to support family reuniñcation, and to provide support in times of crisis. <br /> <br />E. Transportation <br />Transportation is the primary supportive service needed to enable Work First <br />recipients to maintain employment. Cabarrus County USS will make every <br />effort to ensure that Work First recipients are able to access the necessary <br />transportation to allow them to obtain and stabilize themselves on a job. <br />"Stabilize" in Ibis context refers to networking wilb oilier employees at Ibeir <br />place of work, family, fuends, etc; to work ont permanent ongoing <br />transportation after the DSS supportive transportation ends. At present <br />funding levels, Cabarrus Connty DSS will be able to assist recipients with <br />tranSportation from the time they are employed up to 30 days beyond their <br />date of employment. <br /> <br />16 <br /> <br />G-,5 <br />
