These sites include: Bethel Kids: Plus, Harrisburg Kids: Plus, and Kids' Corner. Funds will be used to purchase needed developmentally appropriate eduCational supplies, provide needed resources and staff training, and funds to reimburse the salary of one new teacher per site during the grant year beginning July 1, 2004 and June 30, 2005. . At the Board's request, Senator Fletcher Hartsell introduced the legislation in the General Assembly and Senion Law 2003-81 (Senate Bill 425) was enacted on May 27, 2003. The proposed ordinande authorizes Cabarrus County to begin using the Internet to provide notice of public hearings in lieu of publication in the newspaper. UPON XOTZON of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board adopted the following Ordinance: OrdiDance NO. 2004-17 AN ORDINANCE AUTHORIZING THE COUNTY OF CABARRUS TO USE ELECTRONIC MEANS TO PROVIDE PUBLIC NOTICE IN LIEU OF PUBLICATION WHEREAS, the County of Cabarrus holds a number of public hearings on a variety o.f issues' each year; and WHEREAS, North Carolina General Statute 1-597 requires that a notice or legal advertisem.nt of a public hearing be published or advertised in a newspaper having general circulation within the County; and WHEREAS, SeB8ion Law 2003-81 ratified on May 27, 20.03 by. the North Carolina General Assembly, authorizes the County of Cabarrus to adopt ordinances providing that legal notice of public hearings may be published through electronic means in lieu of publication in any newspaper; and. WHEREAS, the use of electronic advertising will provide a more effective means of notifying the citizens of Cabarrus County of scheduled public hearings. NOW, THERE~ORE, Commissioners that: BE IT ORDAINED by the Cabarrus County Board (1) Legal notice of public hearings for the County of Cabarrus may be published through electronic means in lieu of publication in a newspaper; and The types of hearings for which notices may be electronically published include, but are not limited to, those hearings required by law, such as those on the budget ordinance, bond ordinance, economic development purposes, or a zoning ordinance or amendments thereto; those hearings required in conjunction with the award of State and/or Federal grants; or those hearings held on the Board's own initiative to give interested citizens an opportunity to present their views on specific issues; and The electronic publication of the public hearing notices may be on the County' s Internet site or any other means, including but not limited to, the local government cable television channel; and The notices published by elec~ronic means shall state the subject, date, time and locAtion of the public hearing and shall be posted a minimum of ten (10) days prior to the public hearing, or other such publication schedule required by State law, and shall remain posted until the day after the close of the public hearing; and (2) (3) (4) Aø l .1 of
