Box 707 <br />Concord, NC 28026-0707 <br /> <br />Re: US DHS FY2004 State Homeland Security Grant Program - Formula Grant Award <br /> <br />Dear Mr. Day: <br /> <br />This letter is to inform your county of the formula grant allocation to your jurisdiction under the <br />FY2004 State Homeland Security Grant Program. Following consultations with representatives <br />from the State Emergency Response Commission, the NC League of Municipalities, the NC <br />County Commissioners Association, the NC Metropolitan Coalition and other first responder <br />organizations, Secretary Bryan E. Beatty as the State Authorized Agent (SAA) for the Homeland <br />Security Grants allocated the FY2004 State Homeland Security Grant Program (SHSGP) into <br />two funding pots. <br /> <br />For the 2004 federal fiscaI year, the State of North Carolina was allocated forty-one million one <br />hundred forty thousand dollars ($41,140,000). As required by the Department of Homeland' <br />Security, eighty percent (80%) of the grant funding ($32,912,000) must be passed through to <br />local governments. Secretary Beatty has chosen to allot one half of this funding, sixteen million <br />four hundred fifty-six thousand dollars ($16,456,000) in competitive grants. The remaining half <br />of this funding is allocated to each of the 100 counties and the Eastern Band of the Cherokee <br />Indians on a base plus population basis. Each of the 101 jurisdictions is allocated a base amount <br />of ten thousand dollars ($10,000) plus an additional per capita amount based on the 2000 census. <br />The attached table lists the allocation of funding. <br /> <br />As before with theFY2003 SHSGP, the Department of Homeland Security (DHS) guidelines <br />must be followed. A new wrinkle in this year's allocation is the requirement to submit an Initial <br />Strategy hnplementation Plan (1SIP).;for your jurisdiction, which contains information on each <br />project your jurisdiction wishes to undertake. The ISIPwill be sent to DHS for [mal review and <br />final approval. All first responder disciplines must participate or at a minimum be invited to ' . <br />participate in the decision making proc~ss. All proposed project documentation must be in the~ <br />ISIP format and the Division of Emergèncy Management homeland security grant branch ,;~ <br />personnel can assist your agency in coIÍ1pleting the ISIP.
