<br />B. Phase II - Color Aerial Photo2raphy <br />This phase comprises aerial photography acquisition and production ofa digital "Photo Center <br />Index Map" to be provided to the COUNTY. Aerial photography will be planned, acquired, <br />edited and stamped as per the COUNTY's RFQ. Airborne GPS (Global Positioning System) <br />augmented navigational system must be used to ensure the acquisition of the aerial photography <br />in accordance with the technical specifications, <br /> <br />c. Phase III - Scannin2 <br />This phase of the contract will involve scanning the color aerial film for 1 "=200' orthophoto <br />production, "Sample Scanned hnages", chosen by the COUNTY from the "Photo Center Index <br />Map" will be prepared and made available for QC/QA prior to the end of the effective aerial <br />photo season (April 15, 2005), and in time to permit any necessary re-flight photography, <br />Scanning shall be accomplished to ensure that a final ground pixel resolution of 0.5' resolution <br />for 1"=200' orthophotos is.achieved. <br /> <br />D. Phase IV - Aero-trian2ulation (FAAT) <br />This phase of the contract will comprise Fully Analytical Aerial Triangulation (FAA T) of the <br />aerial photography. <br /> <br />E. Phase V - Orthophoto Production <br />This phase comprises the production of pilot areas, softcopy rectification of the color <br />orthophoto images, and MrSID compressed images, <br />1. Pilot Areas <br />Four (4) pilot areas will be mapped by the CONTRACTOR and each will be <br />comprised of a minimum of four (4) contiguous maps at !"=200'each, These four <br />areas will be: 1) an urban area of Gaston County, 2) a mountainous area of Rutherford <br />County, 3) a suburban lake front area of Iredell County and 4) an urban/rural area <br />near the City .of Rockingham in Richmond County. The pilot project will include <br />digital orthophoto data and an analytical control report for each of the four (4) areas, <br />Review sessions with these data sets will be conducted between COUNTY staff and . <br />the CONTRACTOR to establish standards of color balance, radiometry and database <br />designs for subsequent data production and delivery for the project. <br />2. SoftCOpy Rectification <br />The CONTRACTOR will perform softcopy rectification. of the color orthophoto <br />images and will deliver color orthophoto data to the COUNTY at regular intervals as <br />blocks of contiguous orthophoto data, The COUNTY will be responsible for the <br />completion of the QNQC within a reasonable amount of time following delivery. <br />3. MrSID Compression <br />This phase of the contract will involve digital compression of the color digital <br />orthophoto data using MrSID, Individual tiles and a countywide composite <br />(MOSAIC) will be delivered at a 50: 1 compression ratio. <br /> <br />F. Phase VI - LIDAR DEM - <br />This phase of the contract will utilize LIDAR data from the NC State Floodplain Mapping <br />Program. The Grid file portion of a DEM for the COUNTY shall be obtained from the UDAR <br />data that has been acquired (and is being acquired) for the State of North Carolina Department of <br />Budget and Planning for the NC Floodplain Mapping and DFIRM (FEMA) project.
