<br />ORDINANClt NO. 2004-_ <br /> <br />WHEREAS, the County has been experiencing extraordinary growth occasioned by the <br />explosive population and employment expansion of the Charlotte-Mecklenburg region, reflected <br />in ever larger numbers of applications for development approval.; and <br /> <br />WHEREAS, planning for and implementing ordinances and regulations for land use and <br /> <br />development in the Countyis urgently needed to meet critical problems of: inadequate and <br /> <br />improperly located schools, inadequate transportation facilities; loss of open . space and <br /> <br />environmental degradation; flooding and mad equate storm water management; and the need for <br /> <br />intergovernmental agreements to address urban, suburban, and rural needs and problems; and <br /> <br />WHEREAS, the County is authorized by law to update its adopted Land Use Plans, as <br /> <br />necessary, to implement the updated Land Use Plans, and to take action as needed to protect the <br /> <br />planning process; and <br /> <br />WHEREAS, the County is authorized by NCGS Chapter 153A to prepare, adopt and <br /> <br />.ainendLand Use Plans, a Zoning Ordinance, Subdivision Regulations and other land use related <br /> <br />administrative regulations and ordinances, as necessary, to implement the Land Use Plan and its <br /> <br />objectives and to take action to protect the planning process; and <br /> <br />WHEREAS" the County anticipates cornmencing and concluding. an update of the Land <br /> <br />Use Plans and the revisions to the Zoning Ordinance and Subdivision Regulations and other land <br /> <br />use related administrative regulations and ordinances within the time frame of this IDO; and <br /> <br />WHEREAS, due to explosive growth pressures and their immediate impact on land use, <br /> <br />the environment, and health, safety and general welfare, the County has recognized the need to <br /> <br />consider the appropriate location, timing, phasing, level and type of service for all adequate <br /> <br />public facilities to be provided by the County, the State of North Carolina, and other adjacent <br /> <br />counties, towns and service providers in the County as a whole; and <br /> <br />WHEREAS, the County intends to adopt, upon completion of its review process, updated <br /> <br />Land Use Plans and Zoning Ordinance and Subdivision Regulations and other land use related <br /> <br />administrative regulations and ordinances, regulating the uses and intensities of development, <br /> <br />environmental protection, design, and compatibility; and <br /> <br />2 <br /> <br />i <br />..." <br /> <br />&-'( <br />
